This letter constitutes OSHA's interpretation of the requirements discussed. Note that our enforcement guidance may be affected by changes to OSHA rules. Dear Mr. Saidat:

This is in response to your August 3, 1992 request to the Occupational Safety and Health Administration (OSHA) for permission to publish some of OSHA's rules and parts of a Federal Register notice in a manual to help your trade association membership. Please be advised that both the OSHA Safety and Health standards for the Construction Industry and the Federal Register are in the public domain and may be reproduced, fully or partially, without permission from OSHA. We do request source credit, but it is not required.

Thank you for your concern in this matter.

Sincerely,

Patricia K. Clark, Director
[Directorate of Enforcement Programs]
