Tribal Housing Activities Loan Guarantees

This program encourages the financing of housing and community development investments by Native American tribes. The loans are backed by current and future federal housing grants.

Rating

What This Rating Means

PERFORMING
Adequate

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program addresses a critical need by supporting housing and community development investments. Native Americans suffer from some of the worst housing conditions in the nation with significant over-crowding and dilapidation, and poor access to utilities and roads.
  • The program is young and has grown significantly in loan volume, allowing more tribal households to reside on reservation land.
  • The program lacks strong tools for assessing Federal financial risks and efficiency. It does not have financial analysis that reflects the unique characteristics and actual experience of the program.

Improvement Plan

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Achieving growth in loan volume.
  • Developing financial risk models and efficiency measures.
  • Completing the development and implementation of performance tracking systems that collect data with a minimum of burden for tribes, use consistent data definitions, and allow for goal tracking.
