Office of Labor-Management Standards

The Office of Labor-Management Standards administers and enforces provisions of the Labor-Management Reporting and Disclosure Act. The Act ensures that private sector unions and their affiliates conduct fair elections, operate in public, report conflicts of interest and properly account for expenditure of union member dues.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The purpose of the program is well-defined and its administration is limited in scope to those activities required by the Act. No other government program oversees or enforces any part of the Act's statutory requirements.
  • The agency lacks sufficient tools to help enforce the Act's public disclosure reporting provisions effectively. The program lacks legislative authority to impose appropriate civil monetary penalties on organizations and individuals who fail to comply with the reporting requirements of the Act.
  • The agency does not measure progress towards ensuring union democracy, one of the main goals of the program.

We are taking the following actions to improve the performance of the program:

  • Implementing new performance measures for each performance goal in order to demonstrate continued improvements.
  • Conducting an external review of program processes to identify areas for improvement.
  • Working with Congress to obtain the authority to impose civil monetary penalties on organizations and individuals who fail to comply with the reporting requirements of the Act.
