Customs and Border Protection: CBP Air and Marine

CBP Air and Marine aims to deter, interdict, and prevent acts of terrorism arising from the unlawful movement of people and goods across the borders of the United States. Air and Marine personnel help safeguard our nation from terrorist threats, illegal drugs and other contraband, and provide investigative support.

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program purpose, design, and management characteristics are sound. The program is regularly evaluated for performance gaps that may exist and for corrective action.
  • The program has well established baselines and targets for annual measures which are consistently achieved.
  • The program has demonstrated progress in achieving long-term performance goals. The connection between strategic goals and objectives is conveyed clearly.

We are taking the following actions to improve the performance of the program:

  • Increasing attention to annual goals that were not met in 2006 and posting existing independent evaluations to demonstrate how programs are effective and achieving results.
  • Reviewing annual measures in 2007 to ensure focus on outcomes that are increasingly ambitious and challenge the status quo. CBP will also benchmark against similar air components.
  • Gaining final approval for operational plans for the integrated air and marine program and continue establishment of the Northern Border air wing. Efficiency measures will be monitored for impact.
