National Nuclear Security Administration: Science Campaign

The program develops capabilities to assess and improve the safety, reliability, and performance of the non-nuclear and nuclear explosive package engineering components in nuclear weapons without further underground testing.

  • The program has a clear and unique purpose to ensure that U.S. nuclear weapons can safely and reliably serve their essential deterrence role.
  • Nuclear weapon activities are primarily executed by contractors operating Government-owned facilities. The program needs continued improvement in holding contractors accountable and seeking efficiencies to save costs.
  • The program has demonstrated progress in achieving its long-term and annual goals, such as completing the development of improved confidence measures for weapons reliability by 2010, meeting the 18-month test readiness requirement and the development of hydrodynamic tests required for weapons certification by 2008.

We are taking the following actions to improve the performance of the program:

  • Strengthening procedures to hold contractors accountable for cost, schedule, and results by expanding the linkage of Contractor awards to performance evaluation.
  • Continuing to improve the responsiveness of the Nuclear Weapons Complex Infrastructure by coordinating program activity with the Complex Transformation Strategy Record of Decision.
  • Continuing to improve the efficiency and cost effectiveness of the Nuclear Weapons Complex by integrating the program into the new Defense Programs National Level Work Breakdown Structure (WBS) plan.
