Vocational Rehabilitation Training

The Vocational Rehabilitation (VR) Training program aims to supply the public VR sector with qualified counselors through undergraduate and graduate scholarships and continuing education for current counselors. The program uses competitive grants to distribute roughly 60% to scholarships and 40% to continuing education.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program helps train and direct counselors into the public VR field. A review of 98 masters programs indicated scholars accounted for 38 percent of the total enrollment and 43 percent of the students graduating with a masters' degree in rehabilitation counseling. In 2004-2005, 58 percent of graduate scholars entered VR agencies compared to 39 percent of non-scholars.
  • The program has established performance measures, exceeded some of its targets, and adjusted future targets to be more ambitious. In 2005, 81% of graduates fulfilled the requirements of their scholarship by working in the public VR sector for at least two years after graduation.
  • Looming retirements, escalating tuition costs, and declining accuracy of grantee-reported data challenge program effectiveness. 43 percent of current counselors expect to retire by 2007. And, about half of the addresses and contact information provided by grantees is wrong.

We are taking the following actions to improve the performance of the program:

  • Calculating and analyzing the efficiency measure data at the grantee level in order to establish targets and identify potential candidates for technical assistance.
  • Determining whether the Training program should be restructured in order to address emerging needs, like looming retirements and escalating tuition costs.
  • Improving the accuracy of grantee-reported data and making it available to the public.
