Export Control Assistance

The Export Control and Related Border Security program works to build more effective strategic trade control capacity in foreign countries. EXBS assistance helps countries create and enforce strategic trade laws in order to prevent and interdict the illegal shipment of weapons and dangerous materials and technologies.

Effective

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The program is well managed and has ambitious performance goals. Multi-year plans are used for countries receiving program assistance to build capabilities toward a goal of self-sustaining export control systems. These plans include initiatives to improve host country laws and regulations, enforcement capabilities, and industry-government cooperation.
  • The program has made progress toward the long-term goal of establishing export controls that meet international standards. Export control programs have been successfully completed (countries graduated from US assistance) in five countries through 2005, meeting the program's performance target.
  • Twenty-five offices overseas provide program oversight and coordinate export control efforts including ensuring the effective use of US provided equipment and assessing country progress toward export control goals.

  • Reviewing methods for determining country priorities and incorporating the results of an independent evaluation to further assess the country program needs.
  • Meeting key targets and setting new objectives for future years.
  • Refining budget submissions to further tie funding requests to specific measures of progress in key countries.
