Forest Service: Land Acquisition

This USDA Forest Service program is used to acquire high priority land that provides and maintains access to National Forests, and protects the quality of scientific, scenic, historical, environmental, air, water, and archeological values of National Forests.

Adequate

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • USDA's Land Acquisition program has developed adequate long-term measures, but acquisitions are not targeted to the highest priority areas in need of habitat, ecosystems, and biodiversity protection.
  • The Forest Service does not adequately prioritize its acquisitions. There are 22 criteria it uses to determine project priority, some of which do not support the Strategic Plan goals.
  • Recent cost-cutting efforts have not demonstrated gains. For example, the agency has undertaken several steps to improve efficiency and cost-effectiveness, but operation and maintenance costs have not decreased.

We are taking the following actions to improve the performance of the program:

  • Establishing national priorities as the basis of allocating funds to projects.
  • Eliminating those projects that do not contribute towards achieving the goals of the Strategic Plan.
  • Implementing use of efficiency measures that will reduce unit costs and improve timeliness of processing.
