National Park Service - Facility Maintenance

Through this program, the National Park Service (NPS) maintains the thousands of buildings, roads, trails, utility systems, and other constructed assets in national parks. NPS keeps up these assets through preventive maintenance in the parks, cyclical programs in the region, and a service-wide construction program.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • NPS has made significant improvements in asset management from the previous PART review in 2003, including better construction project management, service-wide condition assessments, and the creation of Park Asset Management Plans.
  • NPS has explicit long-term and annual performance measures tied to a multi-year plan to maintain the mission delivery capability of its highest priority assets. Park Service has begun to use these measures to show the impact of increases or decreases in budgets and to track its progress.
  • NPS still carries forward significant balances in construction, cyclic maintenance, supplemental, and recreation fee accounts each year and needs to better integrate financial information and systems to support day-to-day operations. Park Service has prepared a line-item construction obligations report, but this is not automated or prepared consistently, so it not available for regular use.

We are taking the following actions to improve the performance of the program:

  • Develop an automated report system to monitor and analyze trends related to obligation balances for the construction and other accounts.
  • Develop a tool and procedures to continue to improve the alignment of funding with the project formulation process and setting National Park Service targets for performance metrics.
  • Conduct independent program evaluation for the National Park Service Life Cycle Asset Management Program
