Weatherization Assistance

This program funds weatherization improvements, such as installing insulation, in homes of low-income families. The program provides formula grants to States, which manage activities carried out by local contractors and non-profit organizations. Ten percent of funds are used for training and technical assistance.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program meets its annual performance target for the number of homes weatherized. The program accurately estimates the number of homes it will weatherize based on its annual funding level and the maximum amount of funding that can be spent per home on average, which is set by law.
  • The program lacks an assessment of performance that is current, comprehensive, and independent. The program reports a favorable benefit-cost ratio through internal assessments. However, these assessments rely in part on old data and are conducted by Oak Ridge National Lab, which is not an independent source.
  • The Department of Energy's Inspector General identified issues with the way State and local agencies report on program management. Some States reported on the number of homes weatherized using both program funds and funds from other sources, which may overstate program performance. Some local agencies inappropriately charged administrative expenses as operating costs.
