Rating

What This Rating Means

NOT PERFORMING
Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program needs to identify quantitative performance measures that can be used to measure program performance. The program also needs to improve use of data to develop workplans and allocate resources.
  • The program has strong financial management practices. The Government Accountability Office's audit of the program has certified that the financial management practices are free from material weaknesses.
  • The program has demonstrated anecdotal success in helping to reduce fraud, waste and abuse but has not established quantitative measures. It has also resulted in identifying and recommending corrections to close loopholes or stop abusive billing practices.

Improvement Plan

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Developing performance measures that are closely tied to the program's mission; measurable against an established, objective baseline; and can be used to make resource allocation decisions.
