DOD Support Infrastructure Management


Problem: Infrastructure costs, including Installations Support, consume a larger than necessary portion of the Defense budget.


Goal: Optimize DoD real property performance while reducing lifecycle costs.

Challenges/Actions

  • Fully implement Base Realignment and Closure (BRAC) and implement Joint Basing

    • Rationalize infrastructure with defense strategy maximizing both war fighting capability and efficiency. Expected savings (includes Joint Basing): $4 billion annually.
    • Consolidate the delivery of Installation Support functions to realize savings. 12 joint bases will be established from a total of 26 installations.
  • Implement Real Property Accountability Transformation

    • IT system modernization and Business Process Reengineering
    • Accelerates business process and financial improvement transformation
  • Military Housing Privatization

    • Attract private sector financing, expertise and innovation to provide necessary housing faster and more efficiently than traditional mechanisms
    • Eliminate 100% of inadequate family housing in CONUS
