To serve 2,200 employees and contractors, as well as up to 300 visitors - EPA built only 1,800 parking spaces. This is hundreds of spaces less than local zoning required. Needless to say, parking was a concern.

But EPA's aggressive marketing and support for alternative transportation has encouraged about 20% of staff and contractors to use these modes of transportation:
