Financial System Modernization Project

OCFO’s Financial System Modernization Project (FSMP) is a key element of EPA’s overall Financial Replacement System plan. The implemented financial system under this project will promote increased integration among the various systems and add new functionality that will improve EPA’s mission performance.

The project is framed by EPA’s business requirements and the objectives set forth by the Office of Management and Budget’s (OMB) Financial Management Line of Business (FM-LoB) initiative under the President’s Management Agenda. EPA is implementing a solution consistent with the FM-LoB vision: to establish the framework for a government-wide financial management solution that is efficient and improves business performance while ensuring integrity in accountability, financial controls, and mission effectiveness. In this way, the goals identified for the FM-LoB provide the underpinnings for EPA's Financial Replacement System plan. Additional information about FM-LoB may be found at OMB’s e-gov web site.

In April 2008, EPA was authorized to proceed with its contract award to CGI Federal, Inc. (CGI). CGI uses the Momentum software. EPA is using a single stage acquisition that includes three elements—software, integration, and hosting. Within the FSMP life cycle, EPA completed the acquisition phase, which included the Product Acceptance Test (PAT). EPA implemented task orders that required a successful PAT event before proceeding with the development phase that is now underway.

The first step in the development phase is to map EPA's future, more efficient processes. This mapping process documents EPA's business needs and the future business process environment. The mapping will take advantage of the new Momentum software's capabilities and efficiencies. Once the mapping for a core functional area is completed, system configuration begins. This work continues in parallel to maximize the time needed to complete all eight core functional areas. System configuration is the how those business needs are met in the system. The final stages include fit-gap analysis, user acceptance testing, training, and finally, hosting. EPA anticipates that the new financial management system will be live in fiscal year 2011.
