AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN THE
U.S. DEPARTMENT OF LABOR
OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
HASBROUCK HEIGHTS AND MANHATTAN AREA OFFICES
AND
MOUNT SINAI SCHOOL OF MEDICINE

The Occupational Safety and Health Administration (OSHA), and the Mount Sinai School of Medicine (MSSM) recognize the value of establishing a collaborative relationship to foster safe and healthier workplaces. OSHA and MSSM hereby form an Alliance to provide MSSM staff and in particular, medical residents, with information, guidance and access to training resources that will help them protect worker health and safety and to provide OSHA staff with the benefits and insights of MSSM’s medical expertise with regard to patient and worker medical conditions. OSHA and MSSM will focus on a number of areas including hazard communication, handling of hazardous materials, bloodborne pathogens, work related musculoskeletal disorders (MSD’s) and personal protective equipment (PPE).

In developing this Alliance, OSHA and MSSM recognize that OSHA’s NJ and NY On-Site Consultation Programs are an integral part of this Alliance and the OSHA national effort. This Alliance shall supplement but not supercede or replace any other agreement currently in place between MSSM and OSHA.

OSHA and MSSM will work together to achieve the following training and education goals for the MSSM residents in Occupational Medicine:
  • Deliver or arrange for the delivery of safety and health training and education programs for MSSM Occupational Medicine residents addressing OSHA standards and procedures, hazard communication, handling hazardous materials such as asbestos and lead, bloodborne pathogens, work related MSD’s, and PPE.

  • Deliver or arrange for the delivery of the OSHA 10 Hour General Industry and Construction courses for MSSM Occupational Medical residents.

  • Provide training on worker overexposure issues, such as recognition and prevention, material safety data sheets and relevant treatment protocols.
OSHA and MSSM will work together to achieve the following outreach and communication goals:
  • MSSM Occupational Medicine medical residents will participate in OSHA Area Office staff meetings to discuss workplace safety and health hazards and/or workplace observations.

  • Develop and disseminate OSHA worker safety and health information at MSSM Resident Advisory Council (RAC) meetings.

  • MSSM will share information and provide their respective clinical/medical expertise with OSHA personnel and industry safety and health professionals regarding MSSM’s published papers on best practices in workplace safety and health.

  • Share experiences and information gathered through worksite safety and health observations and worker interviews to enhance the knowledge of both OSHA personnel and MSSM Occupational Medicine medical residents.
OSHA and MSSM will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:
  • Develop and disseminate case studies that illustrate the business, medical and social value of workplace safety and health. MSSM will work with OSHA to publish approved case studies in the OSHA newsletters and other media such as local newspapers.

  • Convene or participate in forums, roundtable discussions or meetings on medical / industrial safety and health issues such as hazard communication, handling hazardous materials, work related MSD’s and PPE to help forge innovative solutions in the workplace. Participation in such forums and/or meetings shall remain at the discretion of the respective parties.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proven to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party’s product or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine procedures, and identify the roles and responsibilities of the participants. In addition, they will meet on a regular quarterly schedule to track and share information on activities and results in achieving the goals of the Alliance.

This agreement will remain in effect for two years. Signatories may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with concurrence of signatories.
