AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE U.S. DEPARTMENT OF LABOR
OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION’S
ALBANY, AVENEL, BUFFALO, LONG ISLAND, MANHATTAN, SYRACUSE, AND TARRYTOWN
AREA OFFICES
AND
HISPANICS IN REAL ESTATE AND CONSTRUCTION
NEW YORK CHAPTER

The Occupational Safety and Health Administration (OSHA) and the association of Hispanics in Real Estate and Construction (HREC) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and the HREC hereby form an Alliance to provide the HREC members and others with information, guidance, and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to Construction and General Industry hazards such as falls, electrical, struck-by/ caught in / between, amputations, lead and silica exposures. Special emphasis will be accorded to Small Employers, Hispanic and Teen Workers.

OSHA and the HREC will work together to achieve the following training and education goals:
  • Develop training and education programs for small employers, and employees including Hispanics and young workers on falls, struck-by, caught-in between, electrical, amputations, and hazards related to hazardous materials and chemical use.

  • Deliver or arrange for the delivery of OSHA topics on hazards in construction and the OSHA 10-Hour Construction and General Industry courses in English and Spanish. These courses will be provided by OSHA in conjunction with the HREC.
OSHA and the HREC will work together to achieve the following outreach and communication goals:
  • Encourage HREC members who speak both English and Spanish to take the OSHA Train–the–Trainer course(s) so they can teach the OSHA 10-hour Construction and General Industry courses in both English and Spanish.

  • Promote and encourage the HREC members’ participation in OSHA’s cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation, and the Safety and Health Achievement Recognition Program.

  • Work with the local Hispanic community in New York through the HREC as well as other faith-based and community organizations in an effort to enhance safety and health awareness within the Hispanic community.
OSHA and the HREC will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:
  • Participate in round table discussions or stakeholder meetings on General and Construction Industry hazards such as falls, struck-by, caught-in between, electrical, amputations and hazards related to hazardous materials and chemical use to help forge innovative solutions in the workplace or to provide input on safety and health issues.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party’s products or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times a year to track and share information on activities and results in achieving the goals of the Alliance. At least one of these meetings will be in person.

This agreement will remain in effect for two years from the date of signing. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of both signatories.
