AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN THE
U.S. DEPARTMENT OF LABOR
OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
HASBROUCK HEIGHTS, AVENEL, PARSIPPANY AND MARLTON AREA OFFICES
AND
N. J. GLASS & METAL CONTRACTORS ASSOCIATION

The Occupational Safety and Health Administration (OSHA) and the NJ Glass & Metal Contractors Association (Association) recognize the value of establishing a collaborative relationship to foster safe and more healthful workplaces. OSHA and the Association hereby form an Alliance to provide Association member companies and their workers with information, guidance and access to training resources that will help them protect their health and safety by reducing and preventing exposure to glass and metal industry hazards. OSHA and the Association will focus on a number of areas including fall hazards, electrical safety, air contaminants, hazardous chemicals and personal protective equipment.

In developing this Alliance, OSHA and the Association recognize that OSHA’s NJ On-Site Consultation Program is an integral part of this Alliance and the OSHA national effort.

OSHA and the Association will work together to achieve the following training and education goals:
  • Develop glass and metal industry related safety and health training and education programs addressing personal protective equipment, electrical safety, fall hazards, air contaminants and hazardous chemicals.

  • Deliver or arrange for the delivery of the OSHA 10 Hour General Industry and Construction courses for the membership and their workers including non-English speakers and apprentices.
OSHA and the Association will work together to achieve the following outreach and communication goals:
  • Develop and disseminate worker safety and health information at the Associations monthly meetings and events, and through print and electronic media, including links from OSHA’s Region II website.

  • Speak, exhibit, or appear at meetings, or other events such as the Building Contractors Association Career Fair and the Northern and Southern NJ Federal Safety and Health Council meetings.

  • Promote or encourage Association member’s awareness of and participation in OSHA’s cooperative programs such as compliance assistance, the Voluntary Protection Program, the Consultation Program and the Safety and Health Achievement Recognition Program.

  • Share information on best practices, as jointly determined by OSHA and the Association, with others in the glass and metal industry and publicizes the results through outreach by the association and through OSHA.

  • Encourage Association members, and in particular, bi-lingual members, to take the OSHA Train-the-Trainer Courses for General Industry and Construction, or both, so they qualify to teach the Association membership and others such as small business owners and apprentices.
OSHA and the Association will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:
  • Raise others’ awareness of and demonstrate their own commitment to workplace safety and health whenever Association members and directors address glass and metal industry related groups.

  • Develop and disseminate case studies and success stories illustrating the business and social value of workplace safety and health and publicize their results in OSHA newsletters and other media such as local newspapers.

  • Convene or participate in forums, roundtable discussions or meetings on glass and metal industry safety and health issues such as fall hazards, electrical safety, air contaminants, hazardous chemicals and personal protective equipment to help forge innovative solutions in the workplace.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proven to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party’s product or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine procedures, and identify the roles and responsibilities of the participants. In addition, they will meet on a regular quarterly schedule to track and share information on activities and results in achieving the goals of the Alliance.

This agreement will remain in effect for two years. Signatories may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with concurrence of signatories.
