AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U. S. DEPARTMENT OF LABOR
AVENEL, HASBROUCK HEIGHTS AND PARSIPPANY AREA OFFICES
AND
THE MIGRANT MINISTRY of the DIOCESE OF PATERSON,
NEW JERSEY

The Occupational Safety and Health Administration (OSHA) and The Migrant Ministry of the Diocese of Paterson, NJ (MMDP) recognize the value of establishing a collaborative relationship to foster safer and more healthful workplaces. OSHA and MMDP hereby form an Alliance to provide Latino workers with information, guidance and access to training resources that will improve their knowledge of occupational safety and health, particularly in reducing and preventing exposure to hazards such as falls, electrical and struck-by, handling hazardous materials and machine guarding. In developing this Alliance, OSHA and MMDP recognize that OSHA’s State Plan and Consultation Project partners are an integral part of the OSHA national effort

OSHA and MMDP will work together to achieve the following training and education goals:
  • Develop training and education programs in Spanish on specific safety and health topics such as fall protection, electrical safety, handling hazardous materials and machine guarding that will help Latino workers improve their knowledge of occupational safety and health, principles and practices.

  • Develop and deliver the OSHA 10 hour Construction course in Spanish to Latino workers. This course will be provided by OSHA personnel in conjunction with MMDP.
OSHA and MMDP will work together to achieve the following outreach and communication goals:
  • Develop and disseminate information through print and electronic media, including OSHA safety and health publications, audio-visuals and other reference materials in Spanish, through MMDP, to Latino workers.
OSHA and MMDP will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health especially in the Northern and Central New Jersey Latino community:
  • Raise others’ awareness of and demonstrate their commitment to workplace safety and health whenever MMDP leaders address groups.

  • Encourage bi-lingual individuals to take the OSHA 30 hour Construction or General Industry courses or both in order to qualify to teach Latino workers the respective OSHA 10 hour and 30 hour safety and health outreach courses in Spanish.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party’s products or service; nor does the Agency enter into an Alliance with the purpose of promoting a particular party’s products or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least quarterly, to track and share information on activities and results in achieving the goals of the Alliance.

This agreement will remain in effect for two years from the date of signing. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of the signatories.
