AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION

The Occupational Safety and Health Administration (OSHA) and the Middlesex County Regional Chamber of Commerce (MCRCC) recognize the value of establishing a collaborative relationship to foster safer and more healthful workplaces. OSHA and MCRCC hereby form an Alliance to use their collective expertise to provide leadership, guidance, and a positive example to employers and help foster a culture of worker health and safety and accident prevention through a cooperative sharing of technical knowledge and best practices including knowledge of specific OSHA standards, regulations, guidelines and procedures, and general methods to improve workplace safety and health. In developing this Alliance, OSHA and HECA recognize that the New Jersey On-Site Consultation Program is an integral part of the OSHA national effort.

OSHA and MCRCC will work together to achieve the following training and education goals:
  • Work with OSHA to provide expertise to develop training and education programs designed to improve and promote worker safety and health in Middlesex County and facilitate communication between OSHA and employers, especially small employers. These training and education programs will focus primarily on enabling employers to better understand OSHA’s requirements in specific areas such as recordkeeping, means of egress, electrical safety and hazard communication. Training will also enable employers to be aware of emergent issues impacting worker safety and health within their companies or workplaces such as understanding OSHA’s strategic plan, the incident command system, OSHA’s enforcement procedures, dealing with workplace violence, ergonomics and how to establish safety and health programs.
OSHA and MCRCC will work together to achieve the following outreach and communications goals:
  • Work with OSHA to provide expertise in developing information and outreach materials designed to enhance industry recognition and prevention of workplace hazards, and to develop ways of communicating such information through print and electronic media (including OSHA NJ E-Newsletters, compliance assistance tools and both OSHA’s and MCRCC’s web sites) to employers and employees in MCRCC member companies or workplaces.

  • Speak, exhibit, or appear at MCRCC conferences such as the annual Largest Networking Party, monthly Human Resources meetings, the annual Middlesex County Business Week, special meetings at the East Brunswick MCRCC offices and other events.

  • Promote and encourage MCRCC members’ awareness of, and participation in OSHA’s cooperative programs such as Alliances, Partnerships, the Voluntary Protection Programs, Consultation, and the Safety and Health Achievement Recognition Program (SHARP).

  • Share information among MCRCC members, OSHA personnel and industry safety and health professionals, regarding effective approaches or best safety and health practices of MCRCC members and others, and publicize results through outreach by MCRCC and through OSHA- or MCRCC-developed materials, training programs, workshops, seminars and lectures (or any other applicable forum).

  • MCRCC will make a portion of their publications obtainable, on a space available basis, for safety and health education.

  • OSHA will give priority consideration to requests for speakers and presenters, on safety and health issues, from MCRCC member companies.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party’s products or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance.

This agreement will remain in effect for two years from the date of signing. Any signatory may terminate it for any reason at any time, provided they 30 days written notice. This agreement may be modified at any time with the concurrence of both signatories.
