The Occupational Safety and Health Administration (OSHA),
the New Jersey Department of Labor & Workforce Development (PEOSH) and the
Paterson Education Association (PEA) recognize the value of establishing a
collaborative relationship to foster safer and more healthful American
workplaces. OSHA, PEOSH and PEA hereby form an Alliance to provide the PEA
members, young workers and others, including parents, guardians and potential
employers of young workers with information, guidance, and access to training
resources that will help them protect worker health and safety. OSHA, PEOSH and
PEA will focus on a number of areas including reducing and preventing exposure
to electrical hazards, unguarded machinery, hazard identification and
communication, personal protective equipment, slips, trips and falls, as well as
air quality and blood borne pathogens. In addition, emphasis will be placed on
restricted and prohibited occupations for young workers. In developing this
Alliance, OSHA, PEOSH and PEA recognize that OSHA’s New Jersey State Plan and
On-Site Consultation Program (PEOSH) are an integral part of the OSHA national
effort.
OSHA, PEOSH and PEA will work together to achieve the following training and
education goals:
- Develop training and education programs to address on the job safety and
health issues for PEA members, young workers, parents, guardians and potential
employers of young workers. Training may address such issues as electrical
hazards, machine guarding, hazard identification and communication, personal
protective equipment, slips, trips and falls, air quality and blood borne
pathogens.
- Deliver or arrange for the delivery of the OSHA 10 Hour General Industry,
the OSHA 10 Hour Construction and the OSHA Train theTrainer courses; General
Industry and/or Construction, or both, for the PEA members.
- Include in the OSHA 10 Hour General Industry and OSHA 10 Hour Construction
course an additional two hours of instruction on NJDOE safety and health
regulations and introduction to school safety and health issues associated with
placing young workers at job sites. This will be referred to as the OSHA 10 Plus
Program and will be presented to PEA members who are responsible for placing
young workers in jobs or who are seeking certification to do so.
- Arrange for the delivery of training on restricted and prohibited
occupations for young workers for PEA members who are responsible for placing
young workers in jobs, or who are seeking certification to do so, for parents
and for potential employers of young workers.
- Arrange for the delivery of training on the N.J. Public Employees
Occupational Safety and Health Act (PEOSHA) for PEA members.
- Develop and promote the in-school delivery of the OSHA 10 Hour General
Industry, 10 Hour Construction and OSHA 2 Hour Safety and Health Awareness
Programs for young workers.
OSHA, PEOSH and PEA will work together to achieve the
following outreach and communication goals:
- Develop and disseminate information through print and electronic media,
including electronic assistance tools and links from the OSHA and PEA websites.
- Speak, exhibit, or appear at conferences, local meetings, or events such as
the annual New Teacher Orientation Program to promote awareness for on the job
safety and health.
- Cross-train OSHA, PEOSH and PEA safety and health professionals on best
practices or effective approaches to presenting in-school training on safety and
health issues to students and young workers.
- Promote and encourage school administrators and potential employers of young
workers to participate in OSHA’s cooperative programs such as compliance
assistance and the On-Site Consultation Programs for the private and public
sectors.
- Share information on best practices with education associations in
neighboring cities, counties and states.
- Work with other Alliance participants on specific issues and projects to
encourage PEA member employers and potential employers of young workers to
ensure their premises are free from workplace safety and health hazards.
OSHA, PEOSH and PEA will work together to achieve the
following goals related to promoting the national dialogue on workplace safety
and health:
- Raise the awareness of others to demonstrate their own commitment to
workplace safety and health whenever leaders of the PEA address groups.
- Develop and disseminate case studies and success stories illustrating the
business and social value of workplace safety and health and publicize their
results in OSHA newsletters and other media such as local and school newspapers.
- Convene or participate in forums, round table discussions, or meetings to
discuss safety and health issues and to help forge innovative solutions in the
workplace.
OSHA’s Alliances provide parties an opportunity to
participate in a voluntary cooperative relationship with OSHA for purposes such
as training and education, outreach and communication and promoting a national
dialogue on workplace safety and health. These Alliances have proved to be
valuable tools for both OSHA and its Alliance participants. By entering into an
Alliance with a party, OSHA is not endorsing any of that party’s products or
services; nor does the Agency enter into an Alliance with the purpose of
promoting a particular party’s products or services.
An implementation team made up of representatives of OSHA, PEOSH and PEA will
meet to develop a plan of action, determine working procedures, and identify the
roles and responsibilities of the participants. In addition, they will meet at
least quarterly to track and share information on activities and results in
achieving the goals of the Alliance.
This agreement will remain in effect for two years. Any signatory may terminate
it for any reason at any time, provided they give 30 days written notice. This
agreement may be modified at any time with the concurrence of all signatories.
