AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN THE

The Occupational Safety and Health Administration (OSHA), Wage and Hour Division (WHD), New Jersey Department of Labor, Labor Standards and Safety Enforcement (LSSE) and the New Jersey Cooperative Education Coordinators Association (NJCECA) recognize the value of establishing a collaborative relationship to foster safe and more healthful schools and workplaces. OSHA, WHD, LSSE and NJCECA hereby form an Alliance to provide NJCECA members and other interested parties with information, guidance and access to training resources that will help them protect the health and safety of NJCECA members, students/youth workers and school administrators; in particular exposure to safety hazards such as unguarded machinery, electrical hazards, general housekeeping hazards related to tripping and falls, and such health hazards as air contaminants, noise, bloodborne pathogens and proper selection and use of personal protective equipment.

In developing this Alliance, OSHA, WHD, LSSE and NJCECA recognize that OSHA’s NJ State Plan Program, the Public Employees Occupational Safety and Health (PEOSH) Program is an integral part of this Alliance and the OSHA national effort.

OSHA, WHD, LSSE and NJCECA will work together to achieve the following training and education goals:
  • Develop training and education programs on safety and health awareness targeted to the NJCECA membership, school administrators and young workers/students. The training will address personal protective equipment, electrical safety, unguarded machinery, slips, trips and falls, hazard communication, workplace chemical exposure, noise and bloodborne pathogens.

  • Deliver or arrange for the delivery of the OSHA 10 Hour General Industry Safety and Health Program for NJCECA membership, school administrators and young workers/students.

  • Deliver training to NJCECA members on prohibited occupations for minors such as working in an explosives manufacturing plant or driving a powered industrial truck. The training will also include a PEOSH program update.
OSHA, WHD, LSSE and NJCECA will work together to achieve the following outreach and communication goals:
  • Develop and disseminate information through print and electronic media, including electronic tools and links from the OSHA, WHD, LSSE and NJCECA websites.

  • Speak, exhibit, or appear at OSHA, WHD, LSSE and NJCECA conferences, monthly or quarterly meetings or other events such as Generation Next to promote worker on the job safety and health.

  • Promote or encourage participation in OSHA’s cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation and its Safety and Health Achievement Recognition Program, and the Governor’s Safety Award Program to those employers who provide employment or on the job training to NJCECA members or young workers/students.

  • Encourage non-NJCECA teaching professionals and school administrators to build relationships with OSHA’s Region II Area Offices to address safety and health issues, including young worker/student safety and health if employed in quick service restaurants or long term care facilities.

  • Work with other Alliance participants on specific issues and projects related to young worker/student safety hazards such as motor vehicle accidents.
OSHA, NJCECA, WHD and LSSE staff will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:
  • Raise others’ awareness of and demonstrate their own commitment to workplace safety and health whenever the signatories address groups such as at parent-teacher organizations, Safe Schools Conferences, and the Safety and Loss Control Expo.

  • Develop and disseminate case studies and success stories illustrating the business and social value of workplace safety and health and publicize their results in newsletters, the OSHA website and other media.

  • Convene or participate in forums, roundtable discussions or meetings on young worker/student on the job safety and health issues such as additions to the prohibited occupations for minors list to help forge innovative solutions.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proven to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party’s product or services.

An implementation team made up of representatives from each organization will meet to develop a plan of action, determine procedures, and identify the roles and responsibilities of the participants. In addition, they will meet on a regular quarterly schedule to track and share information on activities and results in achieving the goals of the Alliance.

This agreement will remain in effect for two years. Signatories may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with concurrence of signatories.
