AGREEMENT RENEWING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AVENEL, HASBROUCK HEIGHTS, MARLTON AND PARSIPPANY AREA OFFICES
AND
THE GREATER NEWARK BUSINESS DEVELOPMENT CONSORTIUM
AND
NEW JERSEY DEPARTMENT OF LABOR AND WORKFORCE DEVELOPMENT

The Occupational Safety and Health Administration (OSHA) and the Greater Newark Business Development Consortium (GNBDC), and the New Jersey Department of Labor and Workforce Development (NJDLWD) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and the Greater Newark Business Development Consortium (GNBDC) therefore agree to renew the Alliance signed on October 14, 2004 to provide GNBDC clients, including small businesses, non-English speaking employees and others with information, guidance, and access to training resources that will help them protect employees' health and safety, particularly in reducing and preventing exposure to construction industry hazards such as falls, electrical, and struck-by/caught-in between.. OSHA and GNBDC remain committed to cooperative and proactive efforts to advance workplace safety and health. In renewing this Alliance, OSHA and GNBDC recognize that OSHA's State Plan and Consultation Project partners are an integral part of the OSHA national effort.

OSHA and GNBDC will work together to achieve the following training and education goals:
  • Work with OSHA to provide expertise to develop training and education programs for GNBDC clients regarding construction industry hazards, such as falls, struck-by, caught-in between and electrical, and to provide expertise in communicating such information to employers and employees in the industry.

  • Deliver or arrange for the delivery of OSHA's 10-hour Construction and General Industry courses to GNBDC small business clients.

  • Encourage bi-lingual individuals who are GNBDC clients to take the OSHA Train-the-Trainer course on either occupational safety and health standards for the Construction Industry, occupational safety and health standards for General Industry, or both, so they qualify to teach Latino workers the respective OSHA 10 and 30 hour safety and health outreach courses in Spanish.
OSHA and GNBDC will work together to achieve the following outreach and communication goals:
  • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and GNBDC's Web sites) to employers and employees in the industry.

  • Speak, exhibit, or appear together at GNBDC conferences, local meetings, or other events.

  • Promote and encourage GNBDC clients' awareness of, and participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, Consultation, and the Safety and Health Achievement Recognition Program (SHARP).

  • Share information among GNBDC clients, OSHA personnel and industry safety and health professionals, regarding best safety and health practices or effective approaches of GNBDC clients and others, and publicize results through outreach by GNBDC and through OSHA or GNBDC developed materials, training programs, workshops, seminars and lectures (or any other applicable forum).
OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's products or services.

In addition, the implementation team will continue to meet on a regular schedule to track and share information on activities and results in achieving the goals of the Alliance. OSHA will afford the opportunity for representatives of the Occupational Safety and Health State Plan Association and the association of state Consultation Projects to participate as well.

This agreement will remain in effect for two years from the date of signing. This agreement may be modified at any time with the concurrence of both signatories and may be terminated for any reason with 30 days written notice from either signatory.
