The Occupational Safety and Health Administration (OSHA) and the Ecuadorian-American Foundation of
New Jersey, Inc. recognize the value of establishing a collaborative relationship to foster safer
and more healthful American workplaces. OSHA and the Ecuadorian-American Foundation of New Jersey,
Inc. therefore agree to renew the Alliance, signed on June 4, 2003, to use their collective
expertise to help advance a culture of accident prevention while sharing information, guidance, best
practices, access to training resources and technical knowledge that will help protect employees’
safety and health. In particular, the Alliance focuses on, but is not limited to providing
Ecuadorian-American Foundation of New Jersey’s members and others with information, guidance, and
access to training resources that will help them protect employees’ health and safety, particularly
in reducing the number of Hispanic workers killed and injured in work-related accidents. In renewing
this Alliance, OSHA and the Ecuadorian-American Foundation of New Jersey, Inc. recognize that OSHA’s
State Plan and Consultation Project partners are an integral part of the OSHA national effort.
OSHA and the Ecuadorian-American Foundation of New Jersey, Inc. will work together to achieve the
following training and education goals:
- Encourage bi-lingual individuals to take the OSHA Train-the-Trainer course on either occupational
safety and health standards for the Construction Industry, occupational safety and health standards
for General Industry, or both, so they qualify to teach Hispanic workers the respective OSHA 10 and
30 hour safety and health Outreach courses in Spanish.
- Work with OSHA to provide expertise to provide the OSHA 10 Hour Construction Industry Outreach
Training Program to employees and employers in Spanish.
- Work with OSHA to provide expertise to provide safety and health seminars in Spanish at the
Ecuadorian Consulate.
OSHA and Ecuadorian-American Foundation of New Jersey will work together to achieve
the following outreach and communication goals:
- Identify existing OSHA resources such as the OSHA standards in Spanish, the OSHA 10 Hour
Construction Industry Outreach Training Program in Spanish, as well as other safety and health
publications, audio-visuals, and reference materials that are in Spanish, and stimulate the
development of new OSHA resources for Hispanic employers and employees as the need for such
resources are identified.
- Seek opportunities to jointly exhibit and disseminate safety and health information at
conferences, events, community-based activities, and through electronic and print media such as:
Providing links to OSHA’s web site on the Ecuadorian-American Foundation of New Jersey, Inc.’s Web
site; participating in the Ecuadorian-American Heritage Day at Giants Stadium; participating in the
Ecuadorian-American Foundation’s annual conference and providing articles in Spanish on safety and
health topics for the Ecuadorian-American Foundation’s Newsletter.
- Promote and encourage Ecuadorian-American Foundation of New Jersey members’ or worksites’
participation in OSHA’s cooperative programs such as compliance assistance, the Voluntary Protection
Program, Consultation, and the Safety and Health Achievement Recognition Program.
OSHA and Ecuadorian-American Foundation of New Jersey will work together to achieve
the following goals related to promoting the national dialogue on workplace safety and health:
- Work with the Ecuadorian-American Foundation of New Jersey, Inc. in conjunction with other
leadership groups such as the Ecuadorian Consulate to build safety and health awareness within the
Hispanic community.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative
relationship with OSHA for purposes such as training and education, outreach and communication and
promoting a national dialogue on workplace safety and health. These Alliances have proved to be
valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a
party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter
into an Alliance with the purpose of promoting a particular party’s products or services.
An implementation team made up of representatives of both organizations will meet to develop a plan
of action, determine working procedures, and identify the roles and responsibilities of the
participants. Team members will also include representatives of OSHA’s on-site consultation program.
In addition, they will meet at least three times per year to track and share information on
activities and results in achieving the goals of the Alliance.
This agreement will remain in effect for two years. Any signatory may terminate it for any reason at
any time provided they give 30 days written notice. This agreement may be modified at any time with
the concurrence of all signatories.
