Overview
The Alliance focuses on reducing and preventing hazards caused by fires, explosions and toxic
substance releases in companies involved in the business of chemistry. It also addresses safety and
health programs, ergonomic hazards, amputations, small businesses, the youthful worker, and
mentoring worksites into the Voluntary Protection Program.

II. Implementation Team Meetings
There were a total of two on-site, pre-signing meetings where the scope and direction of the
Alliance were discussed. Further, there were at least ten post-signing communications, in the form
of face-to-face meetings, conference calls and a series of e-mails to decide on the best method of
implementation. Copies of correspondence are available upon request.
III. Results
- Events
Two state-wide conferences were attended; one on May 2, 2005 and another on May 1, 2006. Both were
the CCNJ annual conference at the Marriott Seaview in Absecon, NJ. In addition to speeches
conducted by OSHA at each of these conferences, a great deal of networking and information sharing
occurs. The conferences are attended by the top companies engaged in the business of chemistry in
New Jersey.
- Outreach and Communication
Speeches prior to signing of the Alliance dealt with chemical industry hazards, which may be
repeated in future presentations. Four formal speeches were conducted following the signing of the
Alliance. The first, at the Marriott Seaview on May 2, 2005 dealt with incident command system
basics and recordkeeping. The second, on January 27, 2006 at Hoffman LaRoche in Hanover, NJ dealt
with emergency response and emergency preparedness including pandemic flu and the Process Safety
Management standard. The third, at the Marriott Seaview on May 1, 2006 discussed safety and health
programs which interfaced with VPP, VPP applications, and was coordinated with a representative of
the New Jersey State Safety Council who discussed traffic safety and the “invisible dead”. The
fourth speech, given at the BASF plant in Belvedere, NJ, dealt with Hexavalent chromium, our
Alliance with the American Chemistry Council (RCMS-VPP relationship), and emergency planning.
- Products
I wrote an article for the CCNJ publication "Chemunique" regarding participation in the
Voluntary Protection Program. It was entitled "Why should you consider joining OSHA's Voluntary
Protection Program?" and it discussed basic requirements to qualify, the approval process, safety
and health committees and the OSHA/ACC Alliance which will reduce the application paperwork
burden.

V. Upcoming Milestones
This Alliance is due for renewal; a nearly identical Alliance is being drafted and a date for
signing under consideration. I plan on continuing close activity with the CCNJ, providing a talk on
"What Went Wrong" which deals with major events in the chemical industry and lessons learned, and
perhaps coordinating an outreach specific to the ACC/OSHA alliance and reviewing the benefits of
RCMS certification during a VPP on-site audit.
