AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LA BOR

AREA OFFICES
THE NEW JERSEY DEPARTMENT OF LABOR
AND
THE COMMITTEE FOR THE ADVANCEMENT OF ARBORICULTURE

The Occupational Safety and Health Administration (OSHA), the New Jersey Department of Labor (NJDOL) and the Committee for the Advancement of Arboriculture (CAA) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA, NJDOL and CAA hereby form an Alliance to provide CAA members and others with information, guidance, and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to hazards in the tree care industry such as falls, struck-by, electrical, amputations, eye injuries and the use of personal protective equipment. In developing this Alliance, OSHA and the CAA recognize that OSHA’s State Plan and Consultation Project partners are an integral part of the OSHA national effort.

OSHA, NJDOL and the CAA will work together to achieve the following training and education goal:
  • Work with OSHA to provide expertise in developing and arranging for the delivery of training to tree care industry professionals and others, on topics such as struck-by prevention, fall prevention, safe tree removal, electrical hazard awareness and personal protective equipment.
OSHA, NJDOL and CAA will work together to achieve the following outreach and communication goals:
  • Develop and disseminate information through print and electronic media, including electronic assistance tools and links from OSHA, NJDOL and CAA Websites.
  • Speak, exhibit, or appear together at CAA conferences, local meetings, or other events such as the 2004 State Arbor Day ceremony.
  • Cross-train personnel from OSHA, NJDOL and tree care industry safety and health professionals in CAA best practices or effective approaches as jointly determined by OSHA, NJDOL and CAA.
  • Promote and encourage CAA members’ participation in OSHA’s cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation, and its Safety and Health Achievement Recognition Program.
  • Share information on best practice at CAA worksites as jointly determined by OSHA, NJDOL and CAA with others in the tree care industry and publicize the results through outreach by CAA and through OSHA, NJDOL or CAA developed training programs and materials.
OSHA, NJDOL and CAA will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:
  • Raise others’ awareness of and demonstrate their own commitment to workplace safety and health whenever CAA leaders address groups.
  • Convene or participate in forums, round table discussions, or stakeholder meetings on issues regarding tree care safety and health issues such as falls, struck-by, electrical, amputations, eye injuries and personal protection equipment to help forge innovative solutions in the workplace or to provide input on safety and health issues.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party’s products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least quarterly to track and share information on activities and results in achieving the goals of the Alliance.

This agreement will remain in effect for two years from the date of signing. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of all signatories.

*Note: The Committee for the Advancement of Arboriculture is a non-profit organization comprised of all the major tree care organizations in New Jersey and includes the following:
  • NJ DEP Div. Of Parks & Forestry, NJ Board of Certified Tree Experts, NJ Society of Certified Tree Experts
  • NJ Shade Tree Federation, NJ Arborists Chapter ISA, Rutgers Cooperative Extension, NJ Utility Group
