The Puerto Rico Occupational Safety and Health Administration (PR OSHA) and the Mayagüez Campus of
the University of Puerto Rico (UPRM) recognize the value of establishing a collaborative
relationship to foster safer and more healthful American workplaces. Puerto Rico OSHA and the
Mayagüez Campus of the University of Puerto Rico hereby form an Alliance to provide chemical
engineering students of the Mayagüez Campus of the University of Puerto Rico with the safety and
health knowledge, information, guidance, as well as access to training resources that will help them
to protect employees’ health and safety, particularly in the reduction and prevention of exposure to
occupational health and safety hazards, when they become part of the labor force.
Puerto Rico OSHA and the Mayagüez Campus of the University of Puerto Rico will work together to
achieve the following educational and training goals:
- To add in the chemical engineering curriculum a basic safety and health instructional elements
targeted to the general and chemical industries, aimed at developing in the students’ safety and
health awareness, and providing them with the basic knowledge and skills necessary for their future
jobs.
- To add in chemical engineering curriculum a basic course on process safety management of highly
hazardous chemicals, aimed at developing in the students safety and health awareness, and providing
them with the basic knowledge and skills necessary for their future jobs.
- Work together in the new chemical engineering curriculum to establish the concept of “safety
across the curriculum” for engineering students at UPRM.
- To deliver or arrange the delivery of training sessions on the process safety management of highly
hazardous chemicals targeted to employers, employees, students, and the general community.
Puerto Rico OSHA and the Mayagüez Campus of the University of Puerto Rico will work
together to achieve the following outreach and communication goals:
- To promote and assure the participation of the engineering students of the Mayagüez Campus of the
University of Puerto Rico in the courses added (or modified) in their curriculum or to develop their
awareness, knowledge and skills necessary to encourage compliance with the safety and health
standards applicable to their future work environment
- To develop and disseminate information through print and electronic media, including electronic
tools and links from the web site of OSHA and of the Mayagüez Campus of the University of Puerto
Rico.
- To speak, exhibit, or appear at conferences, courses, workshops, local meetings, or other
educational events at the Mayagüez Campus of the University of Puerto Rico.
- To present the experiences resulting from this interaction at local or national educational
events.
- To cross-train OSHA personnel, engineering students and professors of the Chemical Engineering
Department of the University of Puerto Rico in the occupational safety and health best practices or
effective approaches, as jointly determined by OSHA and the Mayagüez Campus of the University of
Puerto Rico.
Puerto Rico OSHA and the Chemical Engineering Department of the University of
Puerto Rico will work together to achieve the following goals related to promoting the national dialogue
on workplace safety and health:
- To raise others’ awareness of, and demonstrate their own commitment to workplace safety and health
integrating a basic safety and health course and a process safety management of highly hazardous
chemicals course in the chemical engineering curriculum of the Mayagüez Campus of the University of
Puerto Rico.
- To develop and disseminate case studies illustrating the business value of occupational safety and
health, and publish their results.
- To convene or participate in forums, round table discussions, or stakeholder meetings on
occupational health and safety issues to help forge innovative solutions in the workplace or to
provide input on safety and health issues.
As part of this Agreement, both parties agree to comply with the following:
No employee and/or official of the University of Puerto Rico shall have direct or indirect pecuniary
interest in the subscription of this agreement according to Act No. 12 of July 4, 1985, known as the
Commonwealth of Puerto Rico Government Ethics Act. Likewise, the official who represents the campus
in this Act shall not have any kind of pecuniary interest thereof.
The University of Puerto Rico – Mayagüez Campus agree to keep reports, working assistance sheets,
and other documents related with services object of this agreement, so they can be audited or copied
by the Office of Internal Auditors of the University of Puerto Rico, by an external audit firm hired
by the University of Puerto Rico, or by the Office of the Comptroller of Puerto Rico in their
auditing procedures of the University of Puerto Rico. The audits will be made in reasonable dates
during the course of the services or after rendering the same according to generally known audit
practices. Such documents will be kept for a period, no less than six (6) years or until an
investigation by the Office of the Comptroller of Puerto Rico is made, whichever is first.
Puerto Rico OSHA’s Alliances provide parties an opportunity to participate in a voluntary
cooperative relationship with Puerto Rico OSHA for purposes such as training and education, outreach
and communication and promoting a national dialogue on workplace safety and health. These Alliances
have proved to be valuable tools for both Puerto Rico OSHA and its Alliance participants. By
entering into an Alliance with a party, Puerto Rico OSHA is not endorsing any of that party’s
products or services; nor does the Agency enter into an Alliance with the purpose of promoting a
particular party’s products or services.
An implementation team made up of representatives of both organizations will meet to develop a plan
of action, determine working procedures, and identify the roles and responsibilities of the
participants. In addition, they will meet at least quarterly to track and share information on
activities and results in achieving the goals of the Alliance. Team members will include
representatives from the Puerto Rico OSHA and from the Mayagüez Campus of the University of Puerto
Rico.
This agreement will remain in effect for two years, as of the date of its subscription. Any
signatory may terminate it for any reason at any time, provided they give a 30-day written notice.
This agreement may be modified at any time with the concurrence of both signatories.
