OSHA, U.S. Coast Guard, Form Alliance to Promote Worker Safety
and Health at Maritime Worksites in Southeastern Mass. & Rhode Island

BRAINTREE, Mass. -- The U.S. Occupational Safety and Health Administration's Braintree, Mass. and Providence, R.I. area offices and the U.S. Coast Guard Marine Safety Office in Providence have established a collaborative relationship to foster safer and more healthful maritime worksites in southeastern Massachusetts and Rhode Island.

The alliance seeks to help reduce and prevent workers' exposure to occupational health and safety hazards in boatyard, shipyard, stevedoring and marine crane operations through the mutual development and presentation of employee safety and health information and outreach programs for employers and others in those industries.

The U.S. Coast Guard has authority to conduct inspections to enforce standards or regulations governing the occupational safety and health of seamen aboard vessels covered under the vessel inspection laws of the United States. OSHA enforces workplace safety and health standards through inspections of most private sector and federal workplaces and on vessels that do not require Coast Guard inspections.

Under the agreement, OSHA and the MSO will also cross-train their personnel in each agency's regulatory standards and inspection procedures; exchange up-to-date information, such as injury, hazard and workforce trends, to help identify top priorities for developing information materials, outreach and training programs; and share information on their best practices with employers.

Signing the agreement were Brenda Gordon, OSHA area director, Braintree, Mass.; Kipp W. Hartmann, OSHA area director, Providence, R.I.; and Lieutenant Commander James McLaughlin, Chief, Inspection Department, U.S. Coast Guard Marine Safety Office, Providence, R.I.

An implementation team made up of representatives from both organizations will meet to develop a plan of action, determine working procedures and identify participants' rights and responsibilities. They will also meet quarterly to share information and track results in achieving the alliance's goals.

The agreement will remain in effect for one year from the date of signing and will be automatically renewed annually. It may be modified at any time with the concurrence of all signatories and may be terminated by either party for any reason with 30 days written notice.
