The Occupational Safety and Health Administration (OSHA), Kimsey-Guarantee Electrical Contracting, and the Denver Joint
Electrical Apprenticeship and Training Committee (DJEATC) and the Mountain States Line Constructors Apprenticeship and
Training Committee (MSLCATJC) recognize the value of establishing a collaborative relationship to foster safer and more
healthful American workplaces.
OSHA, Kimsey-Guarantee, DJEATC, and MSLCATJC hereby form an Alliance to provide to workers in the electrical construction and
maintenance industry valuable information, guidance, and access to training resources that will help them protect employees’
health and safety, particularly in reducing and preventing exposure to electrocution, fall, ergonomic, and motor vehicle
hazards.
OSHA, Kimsey-Guarantee, DJEATC and MSLCATJC will work together to achieve the following training and education goals:
- Develop training and educational programs on the most recent National Fire Protection Association (NFPA) 70e Standard for
Electrical Safety Requirements, which exceed OSHA standards for work on energized circuits.
- Increase workers’ and others’ access to safety and health information and training resources targeted to hazards most
frequently encountered by inside wiremen, outside linemen and traffic technicians.
- Develop workshops for specific safety standards applicable to workers in the electrical construction and maintenance
industry.
- Develop a 30-hour OSHA training course as part of the apprenticeship and journeyman upgrade training programs.
- Develop training on effective participation and communication in Labor/Management Safety and Health Committees.
OSHA, Kimsey-Guarantee Electrical Contracting, DJEATC and MSLCATJC will also work together to achieve the following outreach
and communication goals:
- Develop and disseminate information through print and electronic media, including electronic tools and links from websites
operated by the four Alliance members as well as the National Electrical Contractors Association (NECA) Denver chapter and
the International Brotherhood of Electrical Workers (IBEW) local unions 68 and 111.
- Speak, exhibit, or appear at NECA, IBEW and Labor/Management conferences, local meetings, or other events.
- Cross-train OSHA personnel and industry safety and health professionals in NECA and IBEW best practices or effective
approaches, as jointly determined by OSHA, Kimsey-Guarantee Electrical Contractors, DJEATC and MSLCATJC.
- Promote and encourage NECA/IBEW members or worksites to participate in OSHA’s cooperative programs such as compliance
assistance, the Voluntary Protection Program, Consultation, and SHARP.
- Encourage NECA chapters, IBEW Local unions, and Joint Electrical Apprenticeship and Training Committees to build
relationships with OSHA’s Regional and Area Offices to address safety and health issues, including NFPA 70e Standard for
Electrical Safety Requirements for Employee Workplaces.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes
such as training and education, outreach and communication, and promoting a national dialogue on workplace safety and health.
These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance
with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with
the purpose of promoting a particular party’s products or services.
An implementation team made up of representatives of OSHA, Kimsey-Guarantee Electrical, DJEATC and MSLCATJC will meet to
develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In
addition, they will meet at least quarterly to track and share information on activities and results in achieving the goals
of the Alliance.
This agreement will remain in effect for three years. Any signatory may terminate it for any reason at any time, provided
they give 30 days written notice. This agreement may be modified at any time with the concurrence of all signatories.
