AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
ALLENTOWN, PA AREA OFFICE
AND
THE INDEPENDENT QUALITY ALLIANCE
AND
PA/OSHA CONSULTATION PROGRAM AT INDIANA UNIVERSITY OF
PENNSYLVANIA

The Occupational Safety and Health Administration (OSHA), the Independent Quality Alliance (IQA) , and the PA/OSHA Consultation Program at Indiana University of Pennsylvania (PA/OSHA Consultation), recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA, the IQA and PA/OSHA Consultation hereby form an Alliance to provide information, guidance and access to training resources that will help them protect employees' health and safety, particularly in reducing and preventing exposure to the hazards associated with heating, ventilation and air conditioning (HVAC), plumbing, air purification and restoration and safe motor vehicle operation.

OSHA, the IQA and PA/OSHA Consultation will work together to achieve the following training and education goal:
  • Develop training and education programs for construction and light industrial/commercial workplaces on HVAC, plumbing air purification and restoration and motor vehicle safety.
OSHA, the IQA and PA/OSHA Consultation will work together to achieve the following outreach and communication goals:
  • Speak, exhibit, or appear at conferences, local meetings, scheduled training, or other IQA and PA/OSHA Consultation events such as (Annual Meeting, Seminar, Conference, etc…).
     
  • Develop and disseminate information through print and electronic media, including electronic assistance tools and links from OSHA's, the IQA's and PA/OSHA Consultation's Web sites.
     
  • Deliver or arrange for the delivery of presentations to address general safety and health issues and hazards associated with HVAC, plumbing, air purification and restoration activities, including but not limited to: falls, electrocutions, trench-cave-ins, collapses and motor vehicle safety.
     
  • Encourage the IQA to send employees including managers, supervisors, foreman and/or safety committee representatives to OSHA's Train-the-Trainer Course on Occupational Safety and Health Standards.
     
  • Promote and encourage the IQA's participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, PA/OSHA Consultation services and programs and the Safety and Health Achievement Recognition Program. In addition, the IQA will act as mentors to IQA worksites that aspire to excellence in safety and health.
OSHA, the IQA and PA/OSHA Consultation will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:
  • Raise others' awareness of and demonstrate their own commitment to workplace safety and health whenever the IQA leaders address groups.
     
  • Share information on best practices, as jointly determined by all parties, with others in the industry and through outreach by OSHA, the IQA and PA/OSHA Consultation.
     
  • Convene or participate in forums, round table discussions, or stakeholder meetings on HVAC, plumbing, air purification and restoration and motor vehicle safety to help forge innovative solutions in the workplace.
OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's products or services.

An implementation team made up of representatives of all parties will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least quarterly to track and share information on activities and results in achieving the goals of the Alliance.

This agreement will terminate one year from the signing date, and will be renewable for one year periods upon written. Any signatory may terminate it for any reason at any time provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of all signatories.
