The Occupational Safety and Health Administration (OSHA) Braintree, MA., and Providence, R.I., Area Offices and the U.S.
Coast Guard Marine Safety Office, Providence, R.I., having jurisdiction over Rhode Island and southeastern Massachusetts,
recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA
and the U.S. Coast Guard Marine Safety Office therefore agree to form an Alliance for the purpose of using their collective
expertise to help advance a culture of prevention while sharing best practices and technical knowledge including, but not
limited to, the areas of boatyard, stevedoring, and shipyard safety, and marine crane safety.
OSHA and the U.S. Coast Guard Marine Safety Office agree to establish an Alliance to promote safe and healthful working
conditions for employees by:
- Provide U.S. Coast Guard Marine Safety Office (MSO) personnel with information and guidance that will help protect
employees’ health and safety, particularly in reducing and preventing exposure to boatyard and stevedoring operations’ safety
and health hazards.
- Increase access to and the development of safety and health information and outreach programs.
OSHA and the U.S. Coast Guard Marine Safety Office will work together to achieve the following outreach and communication
goals:
- Cross-train OSHA and U.S. Coast Guard Marine Safety Office personnel in each agency’s regulatory standards pertaining to
boatyards and stevedoring operations, inspection procedures, marine crane safety, and other areas of mutual interest as
jointly defined by OSHA and the U.S. Coast Guard MSO. Cross-training will be accomplished through joint inspections and
outreach sessions.
- Share up-to-date information, such as injury, hazard and workforce trends, to help identify the top priorities for the
development of employee safety and health training and outreach programs for OSHA and the U.S. Coast Guard MSO.
- Develop joint training and education programs including, but not limited to, boatyard and stevedoring safety, marine crane
safety, and applicable agency standards.
OSHA and the U.S. Coast Guard Marine Safety Office will work together to achieve the following goals related to promoting the
national dialogue on workplace safety and health:
- Share information on the best practices of the U.S. Coast Guard Marine Safety Office and OSHA, as jointly determined by
OSHA and the U.S. Coast Guard MSO, with others in the boatyard, stevedoring and shipyard industries through OSHA or MSO
developed programs and materials.
- An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine
working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet on a
quarterly basis to track and share information on activities and results in achieving the goals of the Alliance.
This agreement will remain in effect for one year from the date of the signing and will automatically be renewed annually
thereafter. This agreement may be modified at any time with the concurrence of all signatories and may be terminated for any
reason with 30 days written notice from any of the signatories.
