An Alliance Between
JULIE, Inc.
The Occupational Safety and Health Administration (OSHA)
and the Illinois Onsite Safety and Health Consultation Program
Agreement establishing an Alliance between JULIE, Inc.
the Occupational Safety and Health Administration (OSHA) and
the Onsite Safety and Health Consultation Program

JULIE, Inc. (JULIE), the Illinois Area Offices of the
Occupational Safety and Health Administration (OSHA), and the Illinois Onsite
Safety and Health Consultation Program, Department of Commerce and Economic
Opportunity (Onsite Consultation) recognize the value of establishing a
collaborative relationship to foster safer and more healthful American
workplaces. JULIE, Inc., the Illinois OSHA Area Offices, and Onsite Consultation
hereby form an Alliance to provide contractors, subcontractors, laborers and
other workers with information, guidance, and training resources to protect
employees’ health and safety. The Alliance will focus preventing exposure to
excavation hazards and underground utilities.
JULIE, Inc., OSHA and Onsite Consultation will work together to achieve the
following training and education goals:
- Provide access to training and education through JULIE, Inc., onsite
training programs and seminars, specific to the focus areas.
- Coordinate efforts to provide training opportunities to help reduce
fatalities and injuries.
- Coordinate efforts to provide recognition of excavation hazards and
methods to reduce injuries and fatalities through hazard identification and
effective measures to eliminate or control potential hazards.
- Coordinate efforts with each other to improve worker skills in hazard
recognition and control.
- Coordinate efforts to take a pro-active approach to encourage the use of a
work permit system to identify and eliminate potential work site hazards.
JULIE, Inc., OSHA and Onsite Consultation will work
together to achieve the following outreach and communication goals:
- Provide speaker resources for local meetings, conventions and appearances to
promote the Alliance throughout Illinois.
- Develop and disseminate informational materials through printed and
electronic means to contractors, subcontractors, laborers and other workers
about the Alliance educational opportunities specific to the focus areas.
OSHA’s Alliances provide parties an opportunity to participate in a
voluntary cooperative relationship with OSHA for purposes such as training and
education, outreach and communication, and promoting a national dialogue on
workplace safety and health. These Alliances have proved to be valuable tools
for both OSHA and its Alliance participants. By entering into an Alliance with a
party, OSHA is not endorsing any of that party’s products or services; nor does
the Agency enter into an Alliance with the purpose of promoting a particular
party’s products or services.
An implementation team made up of representatives of JULIE, Inc., OSHA and
Onsite Consultation will meet to develop a plan of action, determine working
procedures, and identify the roles and responsibilities of the participants.
Team members will include representatives of the Peoria OSHA Area Office. In
addition, they will meet at least three times per year to track and share
information on activities and results in achieving the goals of the Alliance.
This agreement will remain in effect for three years. Any signatory may
terminate the Alliance for any reason at any time, provided they give 30 days
written notice. This agreement may be modified at any time with the concurrence
of all signatories.
