ALLIANCE ANNUAL REPORT

Alliance Overview.
- Enhance outreach activities and training programs to improve business
awareness of OSHA’s rules, safety and health management systems and
cooperative programs as well improve the awareness of the Wisconsin Onsite
Consultation Programs Services.
- Promote the use of OSHA, Wisconsin Onsite Consultation Programs, technical
and training assistance and participation in cooperative programs by Onsite
Consultation.
- Improve the safety and health performance of employers that receive
outreach, training and other assistance service (i.e. mentoring, Onsite
Consultation, hazard identification).

- Implementation Team Meetings
Meetings were held on these dates: 10/27/06, 9/12/07, 5/9/07, 7/26/07, 10/12/07,
1/15/08, 2/26/08. 5/8/08, 6/5/08, 7/10/08, and 8/7/08.
- Activities and Products
Evaluation Period.
This report covers the period October 13, 2006 through September 4, 2008.
Alliance Activity and Product.
- This alliance promoted the Dialogue on Safety and Health with regards to
safe patient handling in healthcare facilities. Over a period of months the
members developed and found funding for a radio campaign that made public
throughout Wisconsin the problems with manual transfers of patients and
clients and the benefits of safe patient/resident devices.
- This campaign was so innovative that it was nominated for and won the US
Department of Labor Compliance Assistance Award (Wisconsin Safety Partnership
Team) and a success story was written by the National Office and posted on the
OSHA web site.
- A total of 35 persons gave their time, resources and expertise in the
development of the PSA campaign, too numerous to list in this report.
- Since the completion of the PSA project, this alliance has strived to
select another project with which to focus its time and resources. The new
topic is fatigue in the workplace and the aim is to develop a presentation,
and perhaps other materials, and use the conference structure already in place
(Wisconsin Safety Council Conferences, safety days, etc.) to have alliance
members present on the topic. Non-signatory alliance stakeholders
participating in this effort include: SEIU, Wisconsin Hospital Association,
WisCon, DHFS, Johnson Insurance and American Family Insurance.
- A draft presentation has been completed and two sessions at various
conferences are already scheduled, one for the end of FY 08 and another for FY
09.
- Results
- The result of the radio spots is that the general public, which consists of
current and future healthcare industry stakeholders (families, patients/clients
and/or healthcare/personal care workers), could learn about mechanical lifting
devices (perhaps for the first time ever) so that they would not be surprised
when they saw one used in a healthcare or personal care situation.
- Results for the new topic will be evaluated once the presentations are under
way and will be reported in next year’s report of this alliance.

- Upcoming Milestones
It is recommended that the alliance be renewed for another three year period.
The Madison OSHA office is in the process of getting the extension approved by
the signatories.
