Hazardous Waste Tracking System
The Resource Conservation and Recovery Act (RCRA) imposes management requirements on generators, transporters, and other handlers of hazardous waste. Cruise ships regularly use chemicals for operations ranging from routine maintenance to passenger services, such as dry cleaning, beauty parlors and photography labs. Thus, cruise ships are subject to RCRA requirements. Under RCRA, each State assigns a hazardous waste tracking number to each cruise ship that enters its waters. However, this can result in a single ship having several different tracking numbers for the same waste. On December 4, 2001, EPA headquarters sent a Memorandum (PDF) (2 pp, 14K, About PDF) to EPA regional offices asking that cruise ships be assigned a single tracking number for purposes of RCRA. This will make enforcement and tracking of these wastes easier as well as reduce paperwork for the cruise ships.
