Overview:
OSHA, GCMSA, and ALAPTA Alliance to provide GCMSA and ALAPTA members and others in the maritime
industry with information, guidance, and access to training resources that will help them protect
employees' health and safety, particularly in reducing ergonomic, as well as slip, trip and fall
hazards.
On January 17, 2007, an Alliance addendum agreement was signed by the Alabama Technology Network (ATN).
Implementation Team Membership:
Members consist of OSHA, Alabama Chapter of the Physical Therapy Association, Gulf Coast Maritime
Safety Association and Alabama Technology Network (ATN).
Evaluation Period:
July 25, 2007 through Jun 5, 2008.

Training and Education
Event
- During this period, the Maritime Safety Alliance participated in the piloting of a new
train-the-trainer course for the maritime industry. The Maritime Safety Alliance includes OSHA,
the Gulf Coast Maritime Safety Association, the Alabama chapter of the Physical Therapy
Association and the Alabama Technology Network. The group worked cooperatively with the OSHA
Training Institute's Education Center at the University of South Florida, OSHA's Directorate of
Training and Education, and OSHA's National Alliances with the American Shipbuilding Assn, the
National Shipbuilding Research Program, and the Shipbuilders Council of America in the development
of the maritime safety and health outreach course. This course (OSHA 5400, Train-the-Trainer)
authorizes instructors to teach 10- or 30-hour courses for maritime safety and health hazard
recognition in the targeted areas (shipyards, marine terminals and longshoring). As of March 2008,
nationwide there are 60 qualified instructors trained to conduct the maritime course and 20 OSHA
Training Institute (OTI) 5400 courses have been scheduled.
- Alliance members supported the "Rebuilding the Coast…Safely" Gulf Coast Construction Safety
Conference. The conference was conducted on April 18, 2008.

IV. Upcoming Milestones in FY 2008-2009
- Provide at no cost OSHA Maritime 10 hour training for small shipyards in the Bayou La Batre area
for maritime workers.
- Develop a flyer for aerial lifts over waterways and work with other alliances to provide training
on use of lifts over water for targeted industries.
