RMP*Submit 2004

On March 13, 2009, EPA provided new software called RMP*eSubmit for facilities to use for online RMP reporting. EPA asks that all facilities use this new method to submit RMPs because it is easy to use, will improve data quality, and will enable you to access your RMP 24 hours a day, 7 days a week.

NOTE: FACILITIES SUBMITTING CONFIDENTIAL BUSINESS INFORMATION (CBI) AND TRADE SECRETS CANNOT USE RMP*eSUBMIT AT THIS TIME AND MUST SUBMIT USING RMP*SUBMIT 2004. EPA ASKS THAT ALL OTHER FACILITIES USE RMP*eSUBMIT.

RMP*Submit 2004 is free software for facilities to use in submitting their Risk Management Plans (RMPs).

If you are unable to submit your RMP on diskette, use the Paper Submission Form and official Risk Management Plan Submittal Form. The electronic waiver and the official paper submittal form can be found in Appendices A and B of the RMP*Submit 2004™ Users Manual.

What is RMP*Submit 2004?

RMP*Submit 2004 is the free, official EPA, personal computer software for facilities to use in submitting Risk Management Plans (RMPs) required under the Risk Management Program. Use RMP*Submit 2004 to prepare your initial RMP and any corrections or resubmissions.

Note for New Jersey Facilities: NJ*RMP is additional software you will need for submitting your NJ RMP to New Jersey. For details, please see the New Jersey Department of Environmental Protection page.

How Do I Download and Install RMP*Submit 2004 ?

1) Download the RMP*Submit 2004 installation file rmpsubmit.exe to your hard disk. Save this file to your hard drive, and run it.

If you are not successful downloading RMP*Submit 2004 due to a slow Internet connection, a limited number of CDs are available through the EPA Regional Offices and several states.  Please see Regional Emergency Management Programs

If you have any problems with installing any copy of RMP*Submit, contact the RMP Reporting Center.

2) Also download or print the RMP*Submit 2004 User's Manual (PDF) (97 pp, 274K, About PDF) (April 2004) and Appendices (PDF) (46 pp, 453K, About PDF) (April 2004).

3) You may also want to access RMP*Comp version 1.07 to assist in calculating alternative and/or worst-case scenarios.

ASCII File Format

The CAA 112(r) Risk Management Plan ASCII File Format Document (March 2004) (PDF) (81 pp, 363K, About PDF) is the official format for those who submit RMPs electronically. Each data element is listed along with the electronic format, validation rules, and a brief description. This document is useful to companies that are developing their own RMP submission systems, but is not needed by those using RMP*Submit to prepare their RMP ASCII file. RMP*Submit will automatically output the ASCII file in this format for you to submit to EPA. Note that there are changes to the RMP submission file format for 2004.
