ARMY

STEM International, Inc., Bel Air, Md., was awarded a time and materials contract with a cumulative total $50,000,000 for environmental sciences support services. Work will be performed in Edgewood, Md., and is expected to be completed by June 30, 2008. Contract funds will not expire at the end of the fiscal year. There were an unknown number of bids solicited via World Wide Web on Dec. 12, 2002, and three bids were received. The U.S. Army Robert Morris Acquisition Center, Aberdeen Proving Ground, Md., is the contracting activity, (DAAD13-03-D-0021).

American Ordnance LLC, Milan, Tenn., is being awarded a $5,842,673 modification to a firm-fixed-price contract (DAAA09-98-G-0011), in order to load, assemble and pack, and cartridge 40 MM and M430. Work will be performed in Milan, Tenn., and is expected to be completed by July 31, 2004. Of the total contract funds $5,731,064 will expire at the end of the current fiscal year. There was one bid solicited on Nov. 4, 2002, and one bid was received. The Headquarters, Joint Munitions Command, Rock Island, is the contracting activity.

AM General Corporation, South Bend, Ind., is being awarded a $15,526,835 modification to a firm-fixed-price contract (DAAE07-01-C-S001), for 223 High Mobility Multipurpose Wheeled Vehicles (HMMWV). Work will be performed in South Bend, Ind., and is expected to be completed by Dec. 31, 2007. Contract funds will expire at the end of the current fiscal year. There was one bid solicited on July 17, 2000, and one bid was received. The TACOM-Warren, Warren, Mich., is the contracting activity.

Stewart & Stevenson Tactical Vehicle Systems, Sealy, Texas, is being awarded a $5,864,763 modification to a firm-fixed-price contract (DAAE07-98-C-M005), for the purchase of 40 Medium Tactical Vehicles, (MTV) Trucks. Work will be performed in Sealy, Texas, and is expected to be completed by Jan. 31, 2004. Contract funds will expire at the end of the current fiscal year. There was one bid solicited on Jan. 2, 1998, and one bid was received. The TACOM-Warren, Warren, Mich., is the contracting activity.

AIR FORCE

Northrop Grumman Mission Systems, Redondo Beach, Calif., is being awarded a $19,900,000 contract modification for the concept, architecture, and design development for the Space-Based Space Surveillance pathfinder system. At this time, $3,400,000 of the funds has been obligated. This work will be complete December 2003. The Space and Missile Systems Center, Los Angeles Air Force Base, Calif., is the contracting activity (F04701-02-C-0001, P00048).

Nurad Technologies, Baltimore, Md., is being awarded a $10,687,592 firm fixed price contract for repair of AN/ALQ-135 Band 3 System components applicable to the F-15 aircraft. No funds have been obligated. This work will be complete June 2008. Solicitations began December 2002 and negotiations were completed June 2003. The Warner Robins Air logistics Center, Robins Air Force Base, Ga., is the contracting activity (F09603-03-D-0111).

NAVY

Vasquez Marshall and Associates*, San Diego, Calif., is being awarded a not-to-exceed $10,000,000 (with a guaranteed minimum of $5,000) firm-fixed price indefinite-quantity architect and engineering services contract for renovation, repair and new construction at various Navy and Marine Corps facilities. Work will be performed at various facilities in California (90%), Arizona (2%), Nevada (1%) and New Mexico (3%) with possible projects in Oregon, Idaho, Washington, Arkansas, Montana and Utah (4%), and is expected to be completed by June 2008. The term of the contract is not to exceed 60 months. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 42 proposals solicited and five offers received. The Naval Facilities Engineering Command, Southwest Division, San Diego, Calif., is the contracting activity (N68711-02-D-8022).

ManTech Systems Engineering Corp., Fairfax, Va., is being awarded a $6,541,453 modification to a previously awarded cost-plus-fixed-fee contract (N00421-02-C-3251) to exercise an option for life-cycle integrated command, control, communications and computer intelligence (C4I) and information systems engineering services in support of the Naval Air Systems Command, Naval Air Warfare Center Aircraft Division, Surface Communications and Information Systems Division. The estimated level of effort is 128,640 man-hours. Work will be performed in St. Inigoes, Md. (75%); Philadelphia, Pa. (10%); Norfolk, Va. (10%); and Stutgartt, Germany (5%); and is expected to be completed in June 2004. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Aircraft Division, St. Inigoes, Md., is the contracting activity.

M. Kennedy Company, Inc.*, Seattle, Wash., is being awarded a $6,474,180 firm-fixed-price contract for waterfront revitalization at Naval Station Bremerton. The work to be performed provides for the design and construction for revitalization of the Bremerton Naval Complex waterfront facilities with four major elements: construct a substation at Pier C, switchgear at substation 22, and one transformer for B515; a second shore power feed at Substation 83; renovate B515 including offices, shop spaces, material storage, upgrade utilities, and interior/exterior lighting and demolish Pier C lighting, install new security lighting along waterfront from mooring F to Pier B and resurface deck of Pier C and incidental related work. Work will be performed in Bremerton, Wash., and is expected to be completed by December 2004. Contract funds will not expire at the end of the current fiscal year. The project was offered to and accepted by the Seattle office of the Small Business Administration under Section 8(a) of the Small Business Act. Contract award was made as an 8(a), sole-source procurement. The Engineering Field Activity, Northwest, Naval Facilities Engineering Command, Poulsbo, Wash. is the contracting activity (N44255-03-C-1228).
