NAVY

McDonnell Douglas Corp., a wholly owned subsidiary of the Boeing Company, St. Louis, Mo., is being awarded a $148,109,020 cost-plus-fixed-fee/cost-plus-incentive-fee contract to procure enhancements of organizational, intermediate and depot level support equipment for the Integrated Logistics Program supporting the F/A-18E/F aircraft as well as sustaining engineering and logistics support. Work will be performed in St. Louis, Mo. (73%) and El Segundo, Calif. (27%), and is expected to be completed by December 2005. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-01-C-0012).

Lockheed Martin-Naval Electronics and Surveillance Systems, Moorestown, N.J., is being awarded a $38,700,000 cost-plus-fixed-fee contract for computer program development for the Norwegian new frigate program. The contract will provide for the development and delivery of a computer program that will be integrated into an AEGIS-derived SPY-1F based weapon system. The computer program will be adapted, designed and tested in accordance with a modified AEGIS combat system engineering process. This contract is for the government of Norway under the foreign military sales program. Work will be performed in Moorestown, N.J., and is expected to be completed by March 2006. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Sea Systems Command, Arlington, Va., is the contracting activity (N00024-00-C-5147).

Potomac Institute for Policy Studies, Arlington, Va., is being awarded a $12,903,557 indefinite-delivery/indefinite-quantity contract with cost-plus-fixed-fee pricing for research and development targeted at defining and developing next generation command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR) systems and command centers. The effort will focus on the research, development, test, analysis, experimentation and demonstration of technologies that will lead to increasing the knowledge base and understanding of the future C4ISR environment as it relates to command and control. Work will be performed in Arlington, Va., and is expected to be completed by October 2005. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured through a broad agency announcement. To date, 31 white papers have been received and ten have been selected for award. The Space and Naval Warfare Systems Center, San Diego, Calif., is the contracting activity (N66001-01-D-8002).

TDS, Inc., Marlton, N. J., was awarded a $5,908,692 indefinite-quantity/indefinite-delivery, cost-plus-fixed-fee multiple award contract to provide engineering and technical support services for a variety of cryptologic, intelligence, and communications warfare programs that either directly support or relate to the overall command control communications, computers, intelligence, surveillance and reconnaissance (C4ISR) program. These activities support a wide variety of customers including the Space and Naval Warfare Systems Center, U.S. Special Operations Command, U.S. Marine Corps, Naval Information Warfare Activity, and other end-users and customers. This contract contains one base year and four one-year option periods which if exercised, will bring the total cumulative value of the contract to the estimated amount of $29,932,118. The work will be performed in Charleston, S.C., and is expected to be completed by September 2001. The aggregate value of all orders placed to all awardees shall not exceed the NTE estimate identified in the contract. Contract funds will not expire at the end of the fiscal year. This contract was posted under full and open competition on the SPAWAR Business Opportunity Web Page with two offers being received at closing time. ARMY

IT Corp., Monroeville, Pa., was awarded an increment as part of a $28,639,955 (base year total) cost-plus-award-fee contract, with an estimated cumulative total of $145,612,222, on Oct. 18, 2000. The contractor will provide public works and logistics functions for Fort Benning, Ga., as a result of an A76 study. Work will be performed at Fort Benning, Ga., and is expected to be completed by Feb. 28, 2006. Contract funds will not expire at the end of the current fiscal year. There was an announcement on the World Wide Web on Feb. 2, 2000, and two bids were received. The U.S. Army Training & Doctrine Command Acquisition Center, Fort Eustis, Va., is the contracting activity (DABT60-01-C-0005).

AIR FORCE

Lockheed Martin Mission Systems, Colorado Springs, Colo., is being awarded a $68,753,141 modification to a cost-plus-award-fee contract to provide for fiscal year 2000 and 2001 funding for equipment and research and development in support of the Integrated Space Command and Control (ISC2) program. This program provides for modernization of the command and control system of North American Aerospace Defense Command and United States Space Command into an integrated, interoperable, state of the art capability to support the National Command Authority and the Canadian Chief of Defense Staff. This system will provide warning of ballistic missile, aircraft, space, and information attacks against North America. This program will integrate worldwide communication networks, computer systems, and software to provide political and military commanders an integrated view of worldwide events.
