Lockheed Martin Corp., Fort Worth, Texas, is being awarded a $65,338,179 face value increase to a firm-fixed-price contract to provide Recurring Manufacturing Support (RMS) for F-16 aircraft production. This Contract Change Proposal 4953 covers production support for calendar years 1999 and 2000. This RMS is for USAF F-16s (27 percent) as well as Foreign Military Sales (73 percent) to Bahrain, Egypt, Taiwan and Turkey. Expected contract completion date is Dec. 31, 2000. Solicitation issue date was Aug. 8, 1997. Negotiation completion date was Nov. 25, 1998. United Technologies Corp., West Palm Beach, Fla., is being awarded a $93,930,505 face value increase to a firm-fixed-price contract which definitizes production of six F119 engines (four install, two spare), and associated data, engineering support, and preliminary field support applicable to the F-22 Production Representative Test Vehicle aircraft. NAVY

Raytheon Systems Co., Lewisville, Texas, is being awarded a $133,881,355 firm-fixed-price contract to provide funding for the Full Rate Production Lot 1 of the Joint Standoff Weapon

(JSOW) AGM-154A and the Low Rate Initial Production Lot I of the JSOW AGM-154B for the U.S. Navy and U.S. Air Force. (AGM-154A: Navy - 328 and Air Force - 75) (AGM-154B: Navy - 3 and Air Force - 21). Work will be performed in Lewisville, Texas (50%); and Tucson, Ariz. (50%); and is expected to be completed by March 2001. Contract funds will expire at the end of the current fiscal year. The Charles Stark Draper Laboratory, Inc., Cambridge, Mass., is being awarded a ceiling amount $10,560,348 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee completion contract for engineering and support services in the execution of various technology development programs. This work covers system integration, implementation, and management services (including hardware and software required to support these services) to assist the Marine and Aviation Department, Naval Surface Warfare Center, Carderock Div., West Bethesda, Md. Work will be performed in Cambridge, Mass. (50%); Patuxent River, Md. (10%); Mayport, Fla. (10%); North Island, Calif. (10%); Bethesda, Md. Northrop Grumman Corp., Bethpage, N.Y., is being awarded a $9,670,517 modification to previously awarded contract N00019-97-C-0001 for integrated logistics support and sustaining services for the E-2C aircraft for calendar year 1999. These services are being procured for the governments of France (45%); Taiwan (19%); Egypt (18%); and Japan (18%), under the Foreign Military Sales (FMS) Program. Work will be performed in Bethpage, N.Y., and is expected to be completed by Dec. 1999. Contract funds will not expire at the end of the current fiscal year. Atlantic Dry Dock Corp., Jacksonville, Fla., is being awarded a $8,138,704 fixed-price contract to establish dry-docking facilities capable of dry-docking CG, DD, DDG, and FFG class vessels in the Jacksonville, Fla., area. The contract also provides for scheduled and emergency dry-dock related repairs and alterations to these vessels. Work will be performed in Jacksonville, Fla., and is expected to be completed by May 2000. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with seven proposals solicited and two offers received. Lockheed Martin Corp., Launching Systems Div., Baltimore, Md., is being awarded a $5,075,476 modification to previously awarded contract N00024-94-C-5300 for the upgrade to the launch sequencer of the MK 41 vertical launching system. Work will be performed in Baltimore, Md., and is expected to be completed by Feb. 2003. Contract funds will not expire at the end of the current fiscal year. Sikorsky Aircraft Corp., Stratford, Conn., is being awarded a $137,302,878 modification to a firm-fixed-price multi-year contract for Lot 23, FY99 12 Black Hawk Helicopters (UH-60L) and program management; and to procure 11 additional Black Hawk Helicopters. Work will be performed in Stratford, Conn., and is expected to be completed by Dec. 30, 2003. Contract funds will not expire at the end of the current fiscal year. DBA Systems Inc., Melbourne, Fla., is being awarded an indefinite delivery/indefinite quantity contract (appropriation number and dollar value will be issued with each delivery order) with a cumulative total of $18,201,675. The U.S. Army Aviation & Missile Command for the Threat Simulator Management Office of the U.S. Army Project Manager for Instrumentation, Targets, and Threat Simulators (PMITTS) has a requirement for an Electro-Optical/Infrared and Anti-Armor (EO/IR/AA) threat system assessment, modification, and enhancement support for the Threat Simulator Management Office. Work will be performed in Melbourne, Fla. (55%); and Huntsville, Ala. (45%), and is expected to be completed by Dec. 30, 2003. This is a sole source contract initiated on Sept. 25, 1998. Harris RF Communications Division, Rochester, N.Y., is being awarded $5,106,850 as part of a $28,627,550 firm-fixed-price contract for communications equipment as follows: 13 RF-5200-150A Systems and 150 AN/PRC-138 radios, with ancillary items, for the country of Greece. Work will be performed in Rochester, N.Y., and is expected to be completed by Sept. 29, 1999. The contracting activity is the U.S. Army Communications & Electronics Command, Fort Monmouth, N.J. Straub Construction Inc.*, Fallbrook, Calif., is being awarded a $6,226,000 firm-fixed-price contract for the design and construction of a three-story, 84-occupant concrete masonry dormitory with 42 modules (each module includes two bedrooms, a bath, and a kitchen), with an option for six additional modules. The project includes service modules with laundry, storage, and lounge areas. Existing dormitories will be demolished. Work will be performed at Nellis Air Force Base, Nevada, and is expected to be completed by Aug. 31, 2000. Contract funds will not expire at the end of the current fiscal year. There were 60 bids solicited on Oct. 1, 1998, and four bids were received. The contracting activity is the U.S. Army Corps of Engineers, Sacramento, Calif. (DACA05-99-C-0011).

The Austin Co., Houston, Texas, is being awarded $22,526,448 as part of a $30,000,020 firm-fixed-price contract for construction of six three-story, 48-person barracks and adjacent single-story soldier community buildings. Supporting facilities include electric service, heating ventilation and air conditioning, fire protection and alarm systems including intrusion detection, paving, walks, curb and gutters, parking, storm drainage, and landscaping. Barracks include living/sleeping rooms, private bath, walk-in closets, built-in desks and shelving and service areas. Work will be performed at Fort Sill, Okla., and is expected to be completed by March 1, 2001. Contract funds will not expire at the end of the current fiscal year.
