DEFENSE LOGISTICS AGENCY

Bindley Western Ind., Inc., Indianapolis, Ind., is being awarded a $7,225,212 firm-fixed-price indefinite-quantity contract for pharmaceuticals. Seventy-four proposals were solicited and four were received. Work will be performed in Nashville, Tenn., and is expected to be completed by Dec. 22, 1999. Funds will not expire at the end of the fiscal year. The Defense Supply Center Philadelphia, Philadelphia, Pa., is the contracting activity (SP0200-96-D-7019).

Safety Equipment Company, Tampa, Fla., is being awarded a $14,883,200 fixed-price-with-economic-price-adjustment indefinite-quantity contract for firefighting equipment, related services and training. Seventy-five proposals were solicited and five were received. Work is expected to be completed by Dec. 23, 2000. Funds will not expire at the end of the fiscal year. The Defense Industrial Supply Center, Philadelphia, Pa., is the contracting activity (SP0500-99-D-0020).

NAVY

Boeing North American, Inc., Anaheim, Calif., is being awarded a $45,620,000 fixed-price-incentive, cost-plus-fixed-fee contract to provide material and technical support services in support of TRIDENT I (C4) and TRIDENT II (D5) necessary to conduct an inertial equipment repair program for the ships inertial navigation system, electrostatically supported gyro monitors (ESGM) and electrostatically supported gyro navigators (ESGN) and related components. Boeing will also provide materials and technical support services for refurbishment/conversion of ESGNs, fabrication of ESG spinners, fabrication of electronic equipment console refurbishment/conversion material/assemblies and spares. Work will be performed in Anaheim, Calif., and is expected to be completed by Sept. 2001. Contract funds in the amount of $28,963,799 will expire at the end of the current fiscal year. This contract was not competitively procured. The Navy's Strategic Systems Programs, Arlington, Va., is the contracting activity (N00030-99-C-0011).

Teknowledge Corp., Palo Alto, Calif., is being awarded a $14,837,211 indefinite-delivery/indefinite-quantity contract with cost-plus-fixed-fee-pricing for the formulation, development, and evolution for next generation architecture and associated infrastructure

services as a foundation for information superiority. This contract will acquire, integrate, develop and improve software capabilities that provide important infrastructure services for the next generation internet initiative. Work will be performed in Palo Alto, Calif., and is expected to be completed by Dec. 2003. Contract funds will not expire at the end of the current fiscal year. This contract was competitively solicited through the Commerce Business Daily, with 12 offers received. The Space and Naval Warfare Systems Center San Diego, Calif., is the contracting activity (N66001-99-D-8601).

Bill Strong Enterprises*, Inc., Mission, Kan., is being awarded a $9,406,554 firm-fixed-price contract for a revitalization project consisting of wholehouse repair and improvements to 95 housing units contained in 28 two-story pre-cast concrete buildings within Forrestal Village at Naval Training Center, Great Lakes. Ill. Work includes selective site demolition and new adjacent ganged garages complete with associated site work and earthwork, including driveways and sidewalks. Work will be performed in Great Lakes, Ill., and is expected to be completed by Feb. 2000. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 32 proposals solicited, nine offers received. The Engineering Field Activity, Midwest, Naval Facilities Engineering Command, Great Lakes, Ill., is the contracting activity (N62467-98-B-1100).

ARMY

ICF Kaiser Engineers Inc., Fairfax, Va., is being awarded an $8,000,000 increment of a modification to a cost-plus-incentive-fee task order, awarded against an indefinite delivery/ indefinite quantity contract. The project is for environmental remediation of contamination in soil and groundwater at Southern Maryland Wood Treatment Site using a thermal treatment process, low temperature thermal desorption. Work will be performed in Hollywood, St. Mary's County, Md., and is expected to be completed by July 20, 1999. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on March 17, 1997. The contracting activity is the U.S. Army Corps of Engineers, Baltimore, Md. (DACA31-95-D-0083).

Landmark Construction Corp., Copperas Cove, Texas, is being awarded an $11,259,918 firm-fixed-price contract for revitalization of 328 housing dwelling units constructed in the early 1960s. The project consists of renovation of electrical in all units and bath upgrades in 156 units by converting one and one-half bath units to two full bath configuration. Exterior improvements include patio and privacy screens, sidewalks, trash enclosures, carports with bulk storage, energy conservation measures, new exterior utilities, and lighted community greenwalk. New bus stops are to be added and street signage improved. Site preparation and demolition will be accomplished as necessary. Work will be performed at Fort Sill, Okla., and is expected to be completed by Jan. 7, 2003. Contract funds will not expire at the end of the current fiscal year. There were 151 bids solicited on Oct. 29, 1998, and nine bids were received. The contracting activity is the U.S. Army Corps of Engineers, Tulsa, Okla. (DACA56-99-C-0004).

CIVIL WORKS - NON MILITARY

Stone & Webster Environmental & Technology Services, New York, N.Y., is being awarded $500,000 as part of a not-to-exceed $330,000,000 indefinite delivery/indefinite quantity, cost reimbursement multi-year contract for the remediation of the Maywood Chemical Superfund Site. This contract is site specific and is under the U.S. Army Corps of Engineers Formerly Utilized Sites Remedial Action Program. Work will be performed in Maywood, N.J., and is expected to be completed by Dec. 23, 2009. Contract funds will not expire at the end of the current fiscal year. There were 201 bids solicited on Sept. 18, 1998, and six bids were received. The contracting activity is the U.S. Army Corps of Engineers, Kansas City, Mo. (DACW41-99-D-9001).

Environmental Chemical Corp.*, Burlingame, Calif., is being awarded $500,000 as part of a not-to-exceed $50,000,000 indefinite delivery/indefinite quantity, cost reimbursement multi-year contract for the remediation of the Wayne Superfund Site. This contract is site specific and is under the U.S. Army Corps of Engineers Formerly Utilized Sites Remedial Action Program. Work will be performed in Wayne, N.J., and is expected to be completed by Dec. 23, 2004. Contract funds will not expire at the end of the current fiscal year. There were 216 bids solicited on Sept. 18, 1998 and three bids were received. The contracting activity is the U.S. Army Corps of Engineers, Kansas City, Mo. (DACW41-99-D-9002).

AIR FORCE

General Electric Co., Cincinnati, Ohio was awarded on Dec. 22, an $18,756,257 face value increase to a firm-fixed-price contract to provide for 107 Digital Electronic Controls applicable to the F110-GE-100B engine on the F-16C aircraft. The work is expected to be completed in Dec. 2000. Contract funds will not expire at the end of the current fiscal year. Aeronautical Systems Center, Wright-Patterson AFB, Ohio, is the contracting activity (F33657-94/D-2000, P006702).

General Electric Co., Cincinnati, Ohio was awarded on Dec. 22 a $44,091,400 face value increase to a cost-plus-award-fee contract to provide for CY1999 Component Improvement Program (CIP) for the F101/F110/F118/J79 General Electric engines. The CIP provides contractor engineering and test support to address service-related operational problems and to reduce engine operating and support costs. The contractor shall develop improvements in durability, reliability, and maintainability in support of the aforementioned engines. Less than 1% of this effort supports foreign military sales to Egypt. The work is expected to be completed Dec. 1999. At this time, $15,284,500 of the contract funds have been obligated. Contract funds will not expire at the end of the current fiscal year. Aeronautical Systems Center, Wright- Patterson AFB, Ohio, is the contracting activity (F33657-97/C-0016, P00015).

AAI Corp., Hunt Valley, Md., was awarded on Dec. 22 an $8,013,290 face value increase to a firm-fixed-price contract to provide for one Surveillance Radar Training Set to train Airborne Warning and Control System (AWACS) personnel in the operation and maintenance of the modified radar system on the E-3 aircraft. The work is expected to be completed in Dec. 2000. Contract funds will not expire at the end of the current fiscal year. Pratt and Whitney San Antonio Inc., San Antonio, Texas, was awarded on Dec. 22 a $10,295,805 firm-fixed-price contract to provide for repair and overhaul of 555 combustion chambers applicable to the F100 engine on the F-15 and F-16 aircraft. The work is expected to be completed in Jan. 1999. There was one company solicited and one proposal received. Solicitation began Dec. 1997; negotiations were completed Dec. 1998. Contract funds will not expire at the end of the current fiscal year. San Antonio Air Logistics Center, Kelly AFB, Texas, is the contracting activity (F41608-99/D-0051).

United Technologies Corp., West Palm Beach, Fla., is being awarded a $41,626,419 face value increase to a cost-plus-award-fee contract to provide for the CY1999 Component Improvement Program (CIP) in support of the F100 engines on the F-15 and F-16 aircraft. The CIP provides contractor engineering and test support to address service-related operational problems and to reduce engine operating and support costs. The contractor shall develop improvements in durability, reliability, and maintainability in support of the aforementioned engines. The work will be performed in their plant in East Hartford, Conn. The Boeing Co., Long Beach, Calif. is being awarded a $15,552,308 face value increase to a time-and-materials contract to provide for the following retrofit kits to upgrade the C-17 aircraft: 25 aeromed kits to upgrade the medical capability of the aircraft, seven cargo liner kits to upgrade the cargo hold, and six kits to upgrade the engines. The work will be performed at their plant in San Antonio, Texas (80%), and other locations. The work is expected to be completed in Dec. 2000. The Boeing Co., Long Beach, Calif. is being awarded a $24,048,079 face value increase to a time-and-materials contract to provide for the retrofits to upgrade nine avionics and mission system components on thirty-two C-17 aircraft. The work will be performed at their plant in San Antonio, Texas (60%), and other locations. The work is expected to be completed in Dec. 2000. United Technologies Corp., West Palm Beach, Fla., is being awarded a $93,930,505 face value increase to a firm-fixed-price contract to definitize production of six F119 engines (four install, two spare) and associated data, engineering support, and preliminary field support applicable to the F-22 Production Representative Test Vehicle aircraft. The work will be performed in their plant in East Hartford, Conn. The work is expected to be completed in May 2001. Contract funds will not expire at the end of the current fiscal year. M.A. Mortenson, Colorado Springs, Colo., is being awarded a $5,627,650 firm-fixed-price contract to provide for renovation of the cadet gymnasium at the U. S. Air Force Academy in Colorado Springs, Colo. The work is expected to be completed in Nov. 1999. There were 47 firms solicited and three proposals received. Solicitation began in July 1998 and was completed in Oct. 1998. Contract funds will not expire at the end of the current fiscal year. Northrop Grumman Corp., Melbourne, Fla., is being awarded a $15,454,392 cost-plus-incentive-fee contract to provide for the pre-Engineering and Manufacturing Development phase of the Radar Technology Insertion Program to upgrade the radar of the Joint Surveillance Target Attack Radar System (JSTARS). the work will be performed in Melbourne, Fla. (50%); Baltimore, Md. (25%) and at Raytheon Co., El Segundo, Calif. (25%). Solicitation began April 1998; negotiations were completed December 1998. There was one firm solicited and one proposal received. The work is expected to be completed in Nov. 1999. Contract funds will not expire at the end of the current fiscal year.
