ARMY

Dawson Building Contractors Inc., Gadsden, Ala., was awarded on Sept. 26, 1997, a $9,951,000 firm-fixed-price contract for additions/alterations to the U.S. Army Reserve Center (USARC). The project consists of construction of an approximately 111,000 sq. foot two-story addition to the existing USARC and interior renovations; construction of an organizational maintenance shop (4 bays); construction of a parachute packing and parachute storing facility; a parking lot, and associated site work. Work will be performed at Ft. Bragg, N.C., and is expected to be completed by March 30, 2000. Of the total contract funds, $746,394 will expire at the end of the current fiscal year. There were 84 bids solicited on Jan. 15, 1997, and seven bids were received. The contracting activity is the U.S. Army Corps of Engineers, Savannah, Ga. (DACA21-97-C-0078).

Conner Brothers Construction Co. Inc., Auburn, Ala., was awarded on Sept. 26, 1997, an $8,340,000 firm-fixed-price contract for construction of six railroad spurs with loading ramps and access road. The project includes an operations building and five miles of tank trails, one two-lane bridge crossing a major highway, several two-lane at-large crossings at paved roads and railroad crossings. Support facilities include utilities, electric service, storm drainage, site improvements, exterior lighting, paving and hardstand. Work will be performed at Ft. Benning, Ga., and is expected to be completed by June 30, 2000. Contract funds will not expire at the end of the current fiscal year. There were 117 bids solicited on May 8, 1997, and eight bids were received. The contracting activity is the U.S. Army Corps of Engineers, Savannah, Ga. (DACA21-97-C-0120).

Pioneer Enterprises Inc.*, Charleston, S.C., is being awarded an $11,566,182 firm-fixed-price contract for the renovation of six barracks buildings to upgrade to new Army standards. The project includes demolition, architectural renovation and upgrades to electrical, mechanical, plumbing, HVAC, and supporting utility systems. The buildings contain sleeping/living rooms, a common area day room, and a common area laundry room. Provisions for the handicapped is not required. Asbestos abatement is required. Work will be performed at Ft. Gordon, Ga., and is

expected to be completed by June 8, 1999. Contract funds will not expire at the end of the current fiscal year. There were 108 bids solicited on Jan. 7, 1997, and ten bids were received. The contracting activity is the U.S. Army Corps of Engineers, Savannah, Ga. (DACA21-97-C-0110).

Caddell Construction Co. Inc., Montgomery, Ala., is being awarded a $10,250,000 increment as part of a $30,779,605 firm-fixed-price contract for construction of a new barracks complex consisting of six three-story barrack buildings and one two-story soldier community building, and a new three-story operations building with basement. Work will be performed at Ft. Knox, Ky., and is expected to be completed by Sept. 29, 1999. Contract funds will not expire at the end of the current fiscal year. There were 138 bids solicited on March 24, 1997, and four bids were received. The contracting activity is the U.S. Army Corps of Engineers, Louisville, Ky. (DACA27-97-C-0054).

Raytheon Southeast Asia Systems Co., Tewksbury, Mass., is being awarded a $36,974,604 firm-fixed-price, cost-plus-fixed-fee and cost reimbursement contract for PATRIOT pre-system integration and check out. Work will be performed in Saudi Arabia, and is expected to be completed by April 30, 2002. Contract funds will not expire at the end of the current fiscal year. Raytheon Southeast Asia Systems Co., Tewksbury, Mass., is being awarded a $11,894,091 firm-fixed-price contract for Kuwait technical services. Work will be performed in Kuwait, and is expected to be completed by Dec. 31, 1999. Contract funds will not expire at the end of the current fiscal year. Swank Enterprises, Valier, Mont., is being awarded a $5,707,340 firm-fixed-price contract for all construction necessary to provide a complete and usable 3,500 sq. meter (approximate) dormitory, three-story, steel frame and masonry construction, with a standing seam metal roof. The building is designed to have 96 modules, with each module containing two separate entries and vanity areas, two sleeping rooms, a kitchen and one bathroom. A non-inclusive list of work includes: HVAC system, electrical service, fire protection system and EMCS system. The site development includes landscaping, utility services and parking. Demolition of an existing dormitory will also be a part of this work, with asbestos abatement and possibly lead abatement work. Work will be performed at Malmstrom Air Force Base, Mont., and is expected to be completed by Oct. 15, 1998. Contract funds will not expire at the end of the current fiscal year. Allison Transmission Division, General Motors Corp., Indianapolis, Ind., is being awarded a $24,670,936 firm-fixed-price and cost-plus-fixed-fee contract to upgrade 126 Transmissions for the Abrams upgrade program, technical representative services and critical item specification testing. Work will be performed in Indianapolis, Ind., and is expected to be completed by Dec. 31, 1998. Contract funds will not expire at the end of the current fiscal year. Redondo Construction Corp., San Juan, Puerto Rico, is being awarded a $70,000 increment as part of a $5,656,175 (total not-to-exceed $6,344,692 if all options are exercised) firm-fixed-price contract for construction of a 5,700 foot long two-lane detour road, reconstructing two-lane Highway 187 on 5,530 foot long fill section, placing 40,000 cubic yards of armor stone, a 35,000 cubic yards excavation and 79,000 cubic yards of fill. Work will be performed in Pinones, Puerto Rico, and is expected to be completed by Nov. 30, 1998. Contract funds will not expire at the end of the current fiscal year. Boeing North American, Autonetics & Missile Systems Division, Anaheim, Calif., is being awarded a $10,000 increment as part of a $10,511,307 cost-plus-fixed-fee(basic)/cost-plus-incentive-fee(options) contract for Mosaic Array Data Compression and Processing. If all options are exercised, base year plus five options years, the estimated cumulative total will be $25,245,457. Work will be performed in Anaheim, Calif., and is expected to be completed by Sept. 30, 2002. Contract funds will not expire at the end of the current fiscal year. Alliant Techsystems Inc.*, Hopkins, Minn., is being awarded a $39,176,278 modification to a $52,090,278 firm-fixed-price contract for 14,100, 120 mm Heat-T M830A1 cartridges (PY4). Work will be performed in Hopkins, Minn., and is expected to be completed by April 30, 1999. Contract funds will not expire at the end of the current fiscal year. General Dynamics Ordnance Systems, Burlington, Vt., is being awarded a $28,246,294 firm-fixed-price contract for 104 vehicle sets Appliqu Reactive Armor Tiles (M3A1, M4A1, M5A1, M6A1, and M7A1) for use on the Bradley Fighting Vehicle System. Of the 104 vehicle sets to be procured, 15 will be manufactured by RAFAEL Armament Authority, Haifa, Israel. Work for the balance of 89 vehicle sets will be performed in Burlington, Vt. (76%); and Milan, Tenn. (16%), and is expected to be completed by Sept. 30, 1999. Contract funds will not expire at the end of the current fiscal year. The Austin Co., Houston, Texas, is being awarded $11,000,000 as part of a $13,748,000 (if all options are exercised) firm-fixed-price contract to design/build a Depot Corrosion Control Facility, consisting of design and construction of a single-bay, 46,300 sq. foot structure with reinforced concrete slab on piers and grade beam, steel frame and masonry walls. Effort also includes aircraft access pavement, shoulders and vehicle parking, utilities, industrial waste pretreatment, fire protection system, laminar air extraction system and necessary support. Work will be performed at Tinker Air Force Base, Okla., and is expected to be completed by Aug. 31, 1999. Contract funds will not expire at the end of the current fiscal year. There were 65 bids solicited on April 18, 1997, and 11 bids were received. The contracting activity is the U.S. Army Corps of Engineers, Tulsa, Okla. (DACA56-97-C-0050).

Silverton Construction Co., El Paso, Texas, is being awarded a $6,448,998 firm-fixed-price contract for construction of a vehicle maintenance shop with schedule maintenance bays, storage areas and hardstand. Supporting facilities include utilities, electric service, fire protection, and alarm systems, paving, walks, curbs and gutters, storm drainage, site improvements, security fencing, security lighting and intrusion detection system. Actus/Sundt Group, Napa, Calif., is being awarded $8,689,397 of a $21,380,816 firm-fixed-price contract to design/build/replace family housing. Work will be performed at Ft. Bliss, Texas, and is expected to be completed by April 30, 1999. Contract funds will not expire at the end of the current fiscal year. There were 90 bids solicited on May 15, 1997, and two bids were received. The contracting activity is the U.S. Army Corps of Engineers, Ft. Worth, Texas (DACA63-97-C-0075).

FN Manufacturing Inc., Columbia, S.C., is being awarded an $18,983,218 increment as part of a $67,855,777 firm-fixed-price multi-year contract for a basic quantity of 4,801 each M240B machine guns and 4,801 flex mounts with a 70% option for both items. A total of 8,162 M240B machine guns and 8,162 each M240B flex mounts may be procured under the subject contract. There is also four years of unique spare parts to support the fielding of the M240B machine gun. Work will be performed in Columbia, S.C., and is expected to be completed by June 30, 2002. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on May 12, 1997. American Mechanical Inc.*, Fairbanks, Alaska, is being awarded an $11,687,671 firm-fixed-price contract for renovation of a 96,561 sq. foot Jr./Sr. High School and 12,162 sq. feet of additions to the school. Work will be performed at Eielson Air Force Base, Alaska, and is expected to be completed by Aug. 19, 1998. Contract funds will not expire at the end of the current fiscal year. D & K Construction Co. Inc., Springfield, N.J., is being awarded a $7,747,000 firm-fixed-price contract for construction of a multipurpose facility capable of testing large caliber warheads with heavy metal components and explosively formed penetrators of any size. Work will be performed at Picatinny Arsenal, N.J., and is expected to be completed by July 30, 1999. Contract funds will not expire at the end of the current fiscal year. ITT Federal Services Corp., Colorado Springs, Colo., was awarded on Sept. 26, a $12, 346,738 face value increase to a cost-plus-award-fee contract to provide for FY 1998 base maintenance services for Rhein-Main Air Base, Germany. Work is expected to be completed September 1998. Contract funds will not expire at the end of the current fiscal year. Rockwell Collins, Inc., Cedar Rapids, Iowa, is being awarded a $9,313,500 face value increase to a firm-fixed-price contract to provide for 8000 Precision Lightweight Global Positioning System Receivers and accessories. The work will be performed at their facilities in Coralville, Iowa. Contract funds will not expire at the end of the current fiscal year. The work is expected to be completed March 1999. Dayton Research Institute (UDRI), Dayton, Ohio, is being awarded a $14,983,949 cost-plus-award-fee contract to provide for design and development of thermally stable fuels, next generation fire suppression systems, and high performance, low emission combustors for current and next-generation Air Force systems. Contract is expected to be completed September 2002. There were eight firms solicited and three proposals received. Solicitation began May 1997; negotiations were completed June 1997. Systems Research Laboratories, Inc., Dayton, Ohio, is being awarded a $49,233,000 indefinite delivery/indefinite quantity contract to provide for advanced development research and research support for the Aircrew Advanced Life Support Equipment Technology Research program. Contract is expected to be completed March 2003. There were 37 firms solicited and one proposal received. Solicitation began May 1997; negotiations were completed June 1997. Tetra Tech, Santa Maria, Calif., and URSG-OHM, Sacramento, Calif., are being awarded a $150,000,000 indefinite delivery/indefinite quantity contract to provide for environmental operation and maintenance, monitoring, reporting, and remedial maintenance/repair of Soil Vapor Extraction Systems, Ground Water Treatment Plants, Bioventing, Capping and Compliance Systems. These two contractors will share the program maximum indicated above. Delivery order requirements will be competed between the two contractors. Funds will be obligated as delivery orders are issued. NAVY

Hughes Missile Systems Co., Tucson, Ariz., is being awarded a $30,510,000 modification to previously awarded contract N00024-95-C-5435 to provide for the sale of U.S. Navy contracted assets to Foreign Military Sales (FMS) customers and U.S. Navy Ordnance Alteration (ORDALT) Kits. Work will be performed in Tucson, Ariz., and is expected to be completed by November 1999. Contract funds in the amount of $8,910,000 will expire at the end of the current fiscal year. This contract combines purchases for the U.S. Navy (29.2%), and the governments of Japan (51.3%) and Greece (19.5%) under the FMS program. The Naval Sea Systems Command, Arlington, Va., is the contracting activity.

McDonnell Douglas Corporation, wholly owned subsidiary of the Boeing Co., St. Louis, Mo., is being awarded a $23,667,412 advanced acquisition/firm-fixed-price contract to procure long lead items for the production of 12 T-45C Goshawk aircraft, and for structural fatigue life tracking and engine monitoring. Work will be performed in St. Louis, Mo., and is expected to be completed by September 2001. Contract funds will not expire at the end of the current fiscal year. John J. Flintco, Inc., Memphis, Tenn., is being awarded a $5,031,604 firm-fixed-price contract for the creation of a "business park" type environment for the complex of buildings housing the Bureau of Naval Personnel at the Naval Support Activity, Memphis, Tenn. Work will be performed in Millington, Tenn., and is expected to be completed by June 1998. Contract funds will not expire at the end of the current fiscal year.
