CONTRACTS

AIR FORCE

Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $94,595,328 firm fixed price contract. This action exercises an option for C-130J Logistics Support and Safety Options for the support of FY05 program requirements. Total funds have been obligated. This work will be complete by January 2006. The Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-00-C-0018, P00133).

Northrop Grumman Systems Corp., Rolling Meadows, Ill., is being awarded a $12,412,982 cost-plus award-fee contract modification to provide for twelve months of Contractor Logistics Support Services for continuation of the Air Force Quick Reaction Capability Support Center. This is a contractor owned and operated facility that provides total worldwide logistics for approximately 15 electronic warfare systems. Total funds have been obligated. This work will be complete by September 2005. The Headquarters Robins Air Logistics Center, Robins Air Force Base, Ga., is the contracting activity (F09603-02-C-0332, P00015).

NAVY

Lockheed Martin, Maritime Systems and Sensors, Moorestown, N.J., is being awarded an $89,351,118 cost-plus-award-fee modification to previously awarded contract (N00024-03-C-5101) for Combat Systems Engineering requirements for Japanese Ship DDG 2318. This modification shall also provide technical documentation, integrated logistics support services, program management, and staging of equipment, materials and training. Work will be performed in Moorestown, N.J. (91 percent), and Japan (9 percent), and is expected to be completed by March 2008. Contract funds will not expire at the end of the current fiscal year. This modification supports the Government of Japan (100 percent) under the Foreign Military Sales Program. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Hensel Phelps Construction Co., Chantilly, Va., is being awarded a $36,800,000 firm-fixed price contract for the Presidential Helicopter Programs Support Facility at Naval Air Station (NAS), Patuxent River. This contract will be incrementally funded as authorized by Congress with the initial funding today; the total contract amount is not to exceed $84,422,000. Work will be performed in Patuxent River, Md., and is expected to be completed by July 2006. Contract funds will not expire at the end of the current fiscal year. Phase I was competed via the NAVFAC e-solicitation website with 12 offers received, and based on the results of the technical evaluation, three of the 12 firms who submitted Phase I proposals were invited to participate in the Phase II competitive negotiation process. The Naval Facilities Engineering Command Washington, Washington, D.C., is the contracting activity (N40080-04-C-0161).

Saalex Solutions Inc.*, Oxnard, Calif., is being awarded a $16,686,132 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract to provide systems engineering and technical services in support of Naval surface weapons programs, including anti-air warfare test & evaluation and associated Fleet weapons training exercises at the Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, Calif. Systems include Naval surface weapons systems, shipboard launch and control systems, tactical data systems, and requirements analysis for Navy standard and Aegis-unique full and sub-scale aerial targets, including surrogate threat target systems required to support range operations and test. The estimated level of effort is 138,700 total man-hours over the 5-year period of performance. Work will be performed in Pt. Mugu, Calif., and is expected to be completed in January 2010. Contract funds in the amount of $150,000 will expire at the end of the current fiscal year. This contract was competitively procured through Request For Proposal as a competitive 8(a) set-aside; one offer received. The NAWCWD, Pt. Mugu, Calif., is the contracting activity (N68936-05-D-0009).

AMSEC LCC, Virginia Beach, Va., is being awarded $8,374,331 for a third option period, under previously awarded indefinite-delivery/indefinite-quantity, cost-plus-fee contract (N00189-02-D-0037) for essential engineering and maintenance services and materials as required for the aircraft carrier maintenance and modernization advance planning work package development and integration in support of aircraft carriers and associated battle groups. Work will be performed at San Diego, Calif. (20 percent); Norfolk, Va. (20 percent); Yokosuka/Sasebo, Japan (20 percent); Mayport/Jacksonville (15 percent); Honolulu, Hawaii (13 percent); Bremerton/Everett, Wash. (10 percent); Philadelphia, Pa. (2 percent), and work is expected to be completed by January 2006. Contract funds will expire at the end of the current fiscal year. This contract was competitively procured under open competition via the Federal Business Opportunities and Navy Electronic Commercial On-line websites, with two offers received. The Fleet & Industrial Supply Center, Norfolk, Va., is the contracting activity.
