Subject: Support for SIBAC and OPAC Applications - Y2K
The purpose of this Financial Administration Memorandum (FAM) is to provide
the attached memorandum from the U.S. Treasury to Agency Chief Financial
Officers regarding its decision (related to the Y2K issue) to no longer
support the Simplified Intergovernmental Billing and Collection (SIBAC)
and the original On-line Payment and Collection (OPAC) applications effective
January 1, 2000.
Since Treasury had already indicated its plans to phase out these
applications, it is hoped that this matter will not create a problem for
bureau accounting operations. However, if the elimination of the SIBAC and
OPAC interface applications will create a problem, please let me know by
