Subject: Electronic Funds Transfer (EFT) Implementation Plan
Template
Attached is a template that outlines the information required in the
plan for implementing the EFT provisions of Debt Collection Improvement
Act of 1996. Agencies are required to submit their implementation plan
by January 1, 1997. To meet this deadline, we have asked the bureaus to
submit the plans to this office by December 9, 1996 (FAM 96-40 (II.J.),
August 27, 1996).
The Treasury will use this information to assess the requirements for
converting from cash and checks to EFT payments for each payment type
and determine what assistance agencies need in order to meet the January
1, 1999 implementation date.
