NAVY

Lockheed Martin-Government Electronic Systems Company, Moorestown, N.J., is being awarded a $23,894,141 cost-plus-fixed-fee, level-of-effort contract for systems engineering and integration activities, studies and analysis to support the development and fielding of Navy ballistic missile defense capabilities, with focus on the Navy theater wide system. Work will be performed in Arlington, Va., and is expected to be completed by December 2004. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Sea Systems Command, Arlington, Va., is the contracting activity (N00024-99-C-5393).

AIR FORCE

McDonnell Douglas Corp., St. Louis, Mo., is being awarded a $12,110,608 modification to a firm-fixed-price contract, F33657-98-D-2030/02-P00005, to provide for one Aircrew Training System applicable to the C-17 aircraft. Expected contract completion date is Jan. 31, 2003. Solicitation issue date was February 1999. Aeronautical Systems Center, Wright-Patterson AFB, Ohio, is the contracting activity.

Spectro, Inc., Littleton, Mass., is being awarded a $7,783,740 (estimated) requirements contract to provide for 243 (best estimated quantity) deployable spectrometers in support of the Joint Oil Analysis Program and foreign military sales. Approximately 9 percent of this effort supports foreign military sales to Korea, Greece, and Turkey. The expected contract completion date will be determined based on each individual order, expected to commence Nov. 12, 1999. Solicitation issue date was March 13, 1998. Negotiation completion date was Oct. 28, 1999. San Antonio Air Logistics Center, Kelly AFB, Texas, is the contracting activity (F41608-00-D-0014).

B3H Corp., Shalimar, Fla.; Blackhawk Management Corp., Houston, Texas; MacAulay-Brown, Inc., Dayton, Ohio; and TCS Design and Management Services, Inc., Warner Robins, Ga., are being awarded a $75,000,000 (Total Program Maximum) indefinite-delivery/indefinite-quantity contract to participate in a program to provide systems engineering and technical

assistance in support of Air Force Special Operations Command for a period of up to five years. Funds will be obligated as individual delivery orders are issued. The Air Force can award delivery orders totaling up to the program maximum amount indicated above, though actual requirements may be significantly less than that amount. Solicitation was advertised through the electronic posting system, there were 16 proposals received. Expected contract completion date is Dec. 29, 2002. Solicitation issue date was July 30, 1999. Negotiation completion date was Dec. 13, 1999.
