Various multi-pollutant proposals designed to reduce emissions from the power sector have been introduced in the Senate this decade. EPA agreed to perform detailed analyses for five of these legislative proposals between 2003 and 2005 in response to Senate requests. That information, along with analysis of EPA's regulatory approach to reducing emissions from the power sector, is provided on this web site. These analyses are based on air quality, health benefits, and power sector modeling projections and estimates for the years 2010, 2015, and 2020.
Multi-Pollutant Legislation Resources
January 2009 article on the history and outlook for multi-pollutant control efforts.
The following legislative proposals were modeled:
- Clean Air Planning Act (Carper, S.843 in 108th Congress)
- Clean Power Act (Jeffords, S.150 in 109th Congress)
- Clear Skies Act of 2005 (Inhofe, S.131 in 109th Congress)
- Clear Skies Act of 2003 (Inhofe/Voinovich at the Administration's request, S.485 in 108th Congress)
- Clear Skies Manager's Mark (of S.131 above)
About Clear Skies
Looking to expand upon the success of the Acid Rain Program, President Bush called on Congress to pass the Clear Skies Act, a multi-pollutant approach to reducing power plant emissions of SO2, NOX, and mercury by approximately 70 percent.
Clear Skies legislation, first introduced in 2002 and introduced again in 2003, would have amended Title IV of the Clean Air Act to create national emissions trading programs requiring significant reductions and mandatory caps on SO2, NOX, and mercury emissions from electric generating facilities. For more information and analysis.
In addition, EPA modeled three federal regulations finalized in 2005 as a sixth analysis:
- The Clean Air Interstate Rule (CAIR), which covers SO2 and NOx emissions in the Eastern U.S.;
- the Clean Air Mercury Rule (CAMR), which covers mercury emissions nationwide;
- and the Clean Air Visibility Rule (CAVR), which requires certain units - depending on their visibility impacts - to install pollution controls in certain areas of the country.
