Multi-Pollutant Analyses and Technical Support Documents

Various multi-pollutant proposals designed to reduce emissions from the power sector have been introduced in the Senate this decade. EPA agreed to perform detailed analyses for five of these legislative proposals between 2003 and 2005 in response to Senate requests. That information, along with analysis of EPA's regulatory approach to reducing emissions from the power sector, is provided on this web site. These analyses are based on air quality, health benefits, and power sector modeling projections and estimates for the years 2010, 2015, and 2020.

    About Clear Skies

    Looking to expand upon the success of the Acid Rain Program, President Bush called on Congress to pass the Clear Skies Act, a multi-pollutant approach to reducing power plant emissions of SO2, NOX, and mercury by approximately 70 percent.

    Clear Skies legislation, first introduced in 2002 and introduced again in 2003, would have amended Title IV of the Clean Air Act to create national emissions trading programs requiring significant reductions and mandatory caps on SO2, NOX, and mercury emissions from electric generating facilities.
