NAVY

Harbor Offshore Inc.*, Ventura, Calif.; ITA, Inc.*, Springfield, Va.; GPA Technologies, Inc.*, Ventura, Calif.; Noesis, Inc.*, Manassas, Va.; and Epsilon Systems Solutions, Inc.*, Portsmouth, Va., are being awarded a cost-plus-award-fee, indefinite-delivery and indefinite-quantity multiple award contract for marine facilities engineering and technical support services at various locations worldwide. The work will consist of inspection, fabrication, installation, maintenance and repair of waterfront and ocean structures, pipelines, bridges, moorings, waterfront port security barriers, and cable-related projects. The total contract amount is not to exceed $76,438,676 (base period and four option years) with each contractor being awarded the minimum guarantee of $10,000. The cost breakdown of the maximum amount for each contractor is: Harbor Offshore, Inc. - $14,944,848; ITA, Inc. - $15,386,458; GPA Technologies, Inc. - $14,693,255; Noesis, Inc.- $16,462,692; and Epsilon Systems Solutions, Inc. - $14,951,423. Work will be performed at various locations worldwide, and to be completed by July 2003. The term of the contract is not to exceed 60 months. Contract funds will expire at the end of the current fiscal year. This contract was competitively procured with 33 proposals solicited and eight offers received. These five contractors may compete for task orders under the terms and conditions of the awarded contract. The Naval Facilities Engineering Command Contracts Office, East Coast Detachment, Washington, D.C., is the contracting activity (N47408-02-D-8311/8312/8313/8314/8315).

Purvis Systems Inc., Middletown, R.I., is being awarded an estimated $14,117,094 cost-plus-award-fee (definitive) contract for operational, technical, and engineering services in support of the following Naval Undersea Warfare Center (NUWC), Newport laboratories: TRIDENT Life Cycle Support Facility, Combat Control Systems Laboratory, and Combat Systems Technology Laboratory. Work will be performed in Newport, R.I. (97 percent) and Middletown, R.I. (3 percent), and is expected to be completed by August 2007. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured and advertised in the Commerce Business Daily, with three offers received. The Naval Undersea Warfare Center, Newport Division, Newport, R.I., is the contracting activity (N66604-02-C-2307).

McDonnell Douglas Corp., a wholly-owned subsidiary of the Boeing Co., St. Louis, is being awarded a $7,457,885 cost-plus-fixed-fee contract for engineering, maintenance services, and limited manufacturing support for flight test programs conducted at Navy Air Test and Evaluation Squadron-Two Three (VX-23) in support of the F/A-18 aircraft program. Work will be performed in Patuxent River, Md. (80 percent); China Lake, Calif. (10 percent); and St. Louis (10 percent), and is expected to be completed by February 2003. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Systems Command, Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity (N00421-02-C-3236).

ARMY

James N. Gray Co., Lexington, Ky., is being awarded a $8,965,666 firm-fixed-price contract for design and construction of a vehicle maintenance facility. Work will be performed at Fort Bragg, N.C., and is expected to be completed by Jan. 20, 2004. Contract funds will not expire at the end of the current fiscal year. There were 33 bids solicited on March 20, 2002, and five bids were received. The U. S. Army Engineer District, Savannah, Ga., is the contracting activity (DACA21-02-C-0030).

Whitesell-Green Inc., Pensacola, Fla., is being awarded a $5,684,000 firm-fixed-price contract for additions to the dining facility/fitness center. Work will be performed at Hurlbrut Field, Fla., and is expected to be completed by March 19, 2004. Contract funds will not expire at the end of the current fiscal year. There were 216 bids solicited on Oct. 18, 2001, and five bids were received. The U. S. Army Engineer District, Mobile, Ala., is the contracting activity (DACA01-02-C-0020).

SierraTech Inc., Buffalo, N.Y., was awarded on July 18, 2002, a $6,000,000 indefinite-delivery and indefinite-quantity with cost-plus-fixed-fee task orders contract for a wideband wireless network for UAV applications. Work will be performed in Buffalo, N.Y., and is expected to be completed by Oct. 31, 2006. Contract funds will not expire at the end of the current fiscal year. There were five bids solicited on June 3, 2002, and one bid was received. The Aviation Applied Technology Directorate, Fort Eustis, Va., is the contracting activity (DAAH10-02-D-0002).

AIR FORCE

Harris Corp., Government Communications System Division, Melbourne, Fla., is being awarded a $5,207,886 firm-fixed price contract to provide for design, development, document, fabricate, and test the Multiple Threat Emitter System Processor Replacement Upgrade Kit. A total quantity of 10 each will be procured. At this time, $2,603,943 of the funds has been obligated. This work will be completed in August 2003. Solicitation began July 2002 and negotiations were completed July 2002. Ogden Air Logistics Center, Hill Air Force Base, Utah, is the contracting activity (F42600-02-C-0050).
