NAVY

General Electric Rolls-Royce Fighter Engine Team (FET), LLC, Cincinnati, Ohio, is being awarded a $122,155,880 cost-plus-fixed-fee contract for the Joint Strike Fighter F136 Propulsion Risk Reduction/Transition Effort. This effort will establish a bridge between the pre-System Development and Demonstration (SDD) Program and the SDD Program, which will protect SDD program milestones and mitigate technical, schedule, and cost risk. Specific activities include preliminary design and development of technical requirements and interface control documents; design effort for, and placement of, schedule-critical long-lead hardware procurement material orders with vendors; and continued risk reduction systems demonstrations, systems engineering, and program management. Work will be performed in Evandale, Ohio (60 percent); Indianapolis, Ind. (25 percent); and Bristol, United Kingdom (15 percent), and is expected to be completed in July 2005. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-04-C-0102).

Bell Aerospace Services Inc., Bedford, Texas, is being awarded a $5,617,289 firm-fixed-price delivery order against a previously issued Basic Ordering Agreement (N68335-03-G-0003) for the procurement of various H-1 peculiar support equipment (PSE) items required to support the Lot I and Lot II low rate initial production (LRIP) aircraft. Work will be performed in Bedford, Texas, and is expected to be completed in March 2006. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

ARMY

Allison Transmission Division General Motors, Indianapolis, Ind., was awarded on Nov. 1, 2004, a $75,000,000 modification to a firm-fixed-price contract for production of 125 X1100-3B Transmissions with Containers with an M1 Application. Work will be performed in Indianapolis, Ind., and is expected to be completed by June 30, 2007. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Feb. 4, 2004. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (DAAE07-01-C-N040).

B+B Dredging Co.*, Portsmouth, Va., was awarded on Nov. 2, 2004, a $6,396,196 firm-fixed-price contract for rental of a hopper dredge with attendant plant operators for maintenance dredging of navigation channels. Work will be performed in Mobile, Ala., and is expected to be completed by May 14, 2005. Contract funds will not expire at the end of the current fiscal year. There were seven bids solicited on Aug. 16, 2004, and four bids were received. The U.S. Army Corps of Engineers, Mobile, Ala., is the contracting activity (W91278-05-C-0003).

Syracuse Research Corp., Syracuse, N.Y., was awarded on Oct. 29, 2004, a $2,343,644 increment as part of an $8,741,103 cost-plus-fixed-fee contract for research and development effort for the Lightweight Counter Mortar Radar Enhancement Program. Work will be performed at Syracuse, N.Y., and is expected to be completed by Oct. 31, 2006. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Aug. 10, 2004. The U.S. Army Communications-Electronics Command, Fort Monmouth, N.J., is the contracting activity (W15P7T-05-C-P004).

Jacobs Facilities Inc., Arlington, Va., was awarded on Nov. 2, 2004, a delivery order amount of $200,000 as part of a $20,000,000 firm-fixed-price and cost-plus-award-fee contract for architect and engineering services. Performance location will be determined with each delivery order, and is expected to be completed by Oct. 20, 2005. Contract funds will not expire at the end of the current fiscal year. There were 30 bids solicited on Aug. 13, 2004, and one bid was received. The U.S. Army Corps of Engineers, Winchester, Va., is the contracting activity (W912ER-05-D-0001).

AIR FORCE

ITT Industries Systems Division, Cape Canaveral, Fla., is being awarded an $8,236,660 cost-plus award-fee contract modification to provide for the procurement, installation, testing, and operational acceptance of the Radar Open System Architecture Antigua Radar at the Centralized Instrumentation Facility for the 91.14 Radar at Antigua. At this time, $2,277,926 of the funds has been obligated. This work will be complete by August 2006. Negotiations were completed August 2004. The Headquarters Space and Missile Systems Center, Los Angeles Air Force Base, Calif., is the contracting activity (F04701-01-C-0001, P00182).
