The Boeing Company, Seattle, Washington, is being awarded an indefinite delivery indefinite quantity (IDIQ), cost-plus-award-fee letter contract, F33657-03-D-2036, to deliver an Iron Bird test bed in support of the Airborne Laser (ABL) program element. This test bed will be located at Edwards AFB, California. The period of performance for this award is from April 2003 through April 2013. The value of this contract is not to exceed $500,000,000. The scope of the initial effort, valued at $190 million, is to develop a permanent ground test facility that may be used to troubleshoot the ABL, conduct advanced technology evaluation/validation, integrate representative ABL subsystems, simulate the fully integrated ABL weapon system, host Block 08 laser module testing, support integrated Ballistic Missile Defense System testing/war gaming, and to conduct lethality testing. Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $125,553,754 cost plus incentive fee contract modification to provide for M4/M4+ F-16 operational flight program phase III avionics development implementation for Belgium, Denmark, Norway, Portugal, the Netherlands, and the U.S. Air Force. $20,291,951 of the funds has been obligated. The Boeing Co., St. Louis, Mo., is being awarded an $11,650,000 cost plus award fee contract modification to serve as an incremental change order to the engineering manufacturing development contract for the preliminary aircraft cockpit integration effort for F-18D and F-A-18F of the joint helmet mounted cueing system procured for the U.S. Navy F/A-18 platforms. A letter of contract definitization is scheduled for June 2003. $4,405,286 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. Raytheon Company, Tucson, Ariz., is being awarded a $13,453,320 firm-fixed-price modification to previously awarded contract (N00024-02-C-5415) for block 1B upgrade and conversion equipment for Phalanx Close-In Weapon Systems (CIWS) for the U.S. Navy. Three overhauls and three on-board repair parts kits are being acquired. The MK-15 Phalanx, CIWS is a fast reaction terminal defense against low and high flying, high speed maneuvering anti-ship missile threats which have penetrated all other ships' defenses. Work will be performed in Louisville, Ky., and is expected to be completed by June 2005. Contract funds will not expire at the end of the current fiscal year. ECC International Corp., Orlando, Fla., is being awarded an $8,207,944 modification to previously awarded firm-fixed-price contract (N61339-98-C-0052) to exercise production option IV for 57 engagement skills trainer subsystems for the U.S. Army (35) and the National Guard (15), including 7 spares and ancillary equipment. Work will be performed in Orlando, Fla., and is expected to be completed in May 2004. Contract funds in the amount of $8,207,944 will expire at the end of the current fiscal year. Signal Technology Corp., Plano, Texas, was awarded on April 22, 2003, a $6,549,435 cost contract for the ultra-low power battlefield sensor communication system program. Work will be performed in Plano, Texas (54%), Santa Barbara, Calif. (29%), Columbia, Md. (11%), and Fargo, N.D. (6%), and is expected to be completed by April 30, 2004. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated in January 2003.
