Global Montello Group, Waltham, Mass., is being awarded a $6,655,959 fixed-price-with-economic-price-adjustment contract for diesel fuel, DL1; diesel fuel, LS1; #2 fuel oil, FS2; regular unleaded gasoline; RFG midgrade gasoline; and diesel fuel, DF2. Three hundred fifty-four proposals were solicited and 77 were received. Work will be performed in Massachusetts, Rhode Island and Maine, and is expected to be completed by Aug. 30, 2002. Funds will not expire at the end of the fiscal year. The Defense Energy Support Center, Fort Belvoir, Va., is the contracting activity (SP0600-99-D-4585).

AIR FORCE

TRW Inc., Carson, Calif., ($323,918,982 not-to-exceed); Science Applications International Corp., San Diego, Calif., ($400,219,074 not-to-exceed); Computer Sciences Corp., Moorestown, N.J, ($313,209,574 not-to-exceed); and CACI, Inc., Arlington, Va., ($342,200,584 not-to-exceed) are being awarded indefinite-delivery/indefinite-quantity contracts to provide for the Distributed Mission Trainer (DMT) Operations and Integration program. This effort will provide integration and network services to integrate geographically separated simulators with other battlefield systems into a real time "common synthetic battlefield." Each contractor will received an initial delivery order, which constitutes the initial obligation listed above, for phase one of the program. This order requires refinement of proposals, technical analysis and a system performance document to establish performance parameters. Approximately four to six months from now, a single contractor will be selected to perform phase two of the effort, which involves performance of the integration and network services referred to above. Phase two will extend for a period of five years. Only the contractor selected to perform phase two will continue to receive delivery orders to perform services, potentially up to the not-to-exceed amount listed above. There were six firms solicited and six proposals received. Solicitation issue date was May 20, 1998. Negotiation completion date was June 11, 1999. CF Roark Welding and Engineering Company, Brownsburg, Ind., is being awarded an $8,382,614 fixed-price contract to provide for 677 (best estimated quantity) flamehodlers applicable to the F110 engine on the F-16 aircraft. There were three firms solicited and three proposals received. Expected contract completion date is August 2002. Solicitation issue date was Jan. 25, 1999. Negotiation completion date was May 24, 1999. Oklahoma City Air Logistics Center, Tinker AFB, Okla., is the contracting activity (F34601-99-D-0266).

Northrop Grumman Corp., El Segundo, Calif., is being awarded a $31,156,976 firm-fixed-price contract to provide for 54 (best estimated quantity) T-38-29 wing assemblies applicable to the T-38 aircraft. There were 15 firms solicited and two proposals received. Expected contract completion date is August 2006. Solicitation issue date was April 29, 1999. Negotiation completion date was June 15, 1999. San Antonio Air Logistics Center, Kelly AFB, Texas, is the contracting activity (F41608-99-D-0501).

ARMY

Wilkinson Manufacturing Co. Inc.*, Fort Calhoun, Neb., is being awarded a firm-fixed-price requirements contract (appropriation number and dollar value will be issued with each delivery order), with an estimated total of $5,805,234, for purchasing the M27 Fin Assembly for 60 mm mortars. Work will be performed in Fort Calhoun, Neb., and is expected to be completed by April 30, 2000. There were 15 bids solicited on Feb. 19, 1999, and four bids were received. The U.S. Army Armament, Munitions & Chemical Command, Rock Island, Ill., is the contracting activity (DAAA09-99-D-0011).

Oshkosh Truck Corp., Oshkosh, Wis., is being awarded a $24,455,600 modification to firm-fixed-price contract DAAE07-96-C-X159, for the purchase of 100 (add-on quantity) M1070 Heavy Equipment Transporter Trucks for the country of Egypt. Work will be performed in Oshkosh**, Wis., and is expected to be completed by Dec. 30, 2000. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on March 15, 1996. The U.S. Army Tank-Automotive & Armaments Command, Warren, Mich., is the contracting activity.

Innovative Technical Solutions Inc.*,Walnut Creek, Calif., is being awarded $100,000 as part of a $5,000,000 (base year total) indefinite delivery/indefinite quantity, firm-fixed-price and cost-reimbursement contract, with a cumulative total of $25,000,000 if all options are exercised. The contractor will provide the capability to execute abatement projects of hazardous, toxic and radioactive waste, ordnance and explosive, and asbestos and lead based paint under the jurisdiction of the South Pacific Division. Work will be performed both inside and outside of the continental United States, and is expected to be completed by August 9, 2004. Contract funds will not expire at the end of the current fiscal year. There were 130 bids solicited on Jan. 15, 1999, and ten bids were received. Marconi Systems Technologies, Inc., Rockville, Md., is being awarded an $8,065,830 cost-plus-award-fee level-of-effort option exercise for 193,958 man-hours to perform AEGIS system engineering operations, DDG 51 class, in support of PEO Theater Surface Combatants. With this options exercise, the cumulative value of the contract is $49,467,004. Work will be performed in Marlton, N.J., and is expected to be completed by August 2000. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Arlington, Va., is the contracting activity (N00024-96-C-5168).
