AIR FORCE

Mine Safety Appliances, Murrysville, Pa., is being awarded a $42,017,698 indefinite delivery/indefinite quantity contract to provide for chemical/biological gas mask kits in support of Navy and Air Force personnel. Small Navy Kit 1,000 48,000; medium Navy kit 1,000 48,000; Large Navy Kit 1,000 48,000; small AF face-piece 1,000 240,000; medium AF face-piece 1,000 0 240,000; large AF face piece 1,000 240,000; small AF kit 1,000 48,000; medium AF face-piece 1,000 48,000; large Air face piece 1,000 48,000. The Air Force can issue delivery orders totaling up to the maximum amount indicated above, although actual requirements may necessitate less than the amount above. The location of performance is Mine Safety Appliances, Evans City, Pa. At this time, $8,395,960 of the funds have been obligated. This work will be complete by October 2005. Solicitation began March 2004 and negotiations were completed June 2004. General Dynamics Needham, Mass., is being awarded a $27,788,461 firm fixed price, cost type, labor hour contract to provide for Services and Materials Necessary for On-Site Preventive and Remedial Maintenance for the Intelligence Information Command and Control, Equipment and Enhancements. Work will be accomplished at more than 500 sites worldwide. Total funds have been obligated. This work will be complete by June 2005. The Headquarters Warner Robins Air Logistics Center, is the contracting activity (F09603-03-D-0095-1002).

Radian Inc., Alexandria, Va., is being awarded a $25,479,720 firm fixed price contract modification to provide for Power Units for the Deployable Power Generator Distribution System. Total funds have been obligated. This work will be complete by August 2005. The Air Armament Center, Eglin Air Force Base, Fla., is the contracting activity (FA8678-04-C-0125, P00003).

McDonnell Douglas Corp., Long Beach, Calif., is being awarded a $12,600,000 firm fixed price and cost plus fixed fee contract modification. The Contractors services will be procured to install Large Aircraft Infrared Counter Measures (LAIRCM) Group A hardware on all four United Kingdom aircraft. This effort supports C-17 aircraft. At this time, $11,340,000 of the funds have been obligated. This work will be complete by January 2005. The Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8614-04-C-2004, P00018).

The Aerospace Integration Corp., Crestview, Fla., is being awarded a $9,971,615 firm fixed price contract to provide for 1 Lot Non-Recurring Engineering, 1 each Trail Installation Kit, 1 each Kitproof Kit Installation, 1 lot Contractor Support for Kitproof Installation, 1-2 each Group A Production Kit, 1-2 each Group A Production Kit Installations, 1 lot Program Management, 1 lot Travel In Support of Installations, 1 lotTravel and Per Diem, 1 lot Contractor Support of Weapon Systems, 5-13 each Group A Production Kits, 5-13 each Group A Production Kit Installations, 1 lot Technical Data Package, 1 lot Technical Orders, 1 lot Test Plans, Testing and Reporting and Orientation/Familiarization Training for the Remote Operation Video Enhancement Receiver, Machine To Machine Situational Awareness and Target Video Downlink applicable to AC-130H and AC-130U Aircrafts. Total funds have been obligated. This work will be complete by June 2006. Solicitation began June 2004 and negotiations were completed June 2004. Caesar School District, Camden, Del., is being awarded a $8,249,760 firm fixed price contract to provide for comprehensive education services for military and Department of Defense dependents residing on Dover Air Force Base, Del. for the school year 2004 through 2005. Location of performance will be performed within Welch Elementary and Dover Middle schools located on Dover Air Force Base and the Caesar Rodney High School operated by the Caesar-Rodney School District, Camden, Del. At this time, $3,299,904 of the funds have been obligated. This work will be complete by June 2005. Solicitation began April 2004 and negotiations were completed June 2004. The Education Activity, Arlington, Va., is the contracting activity (HE1254-04-C-0027).

McDonnell Douglas Corp., Saint Louis, Mo., is being awarded a $7,794,734 firm fixed price contract modification to provide Joint Direct Attach Munition (JDAM) Guided Vehicles, Quantity of 1220; JDAM Load Build Trainers, Quantity of 12. The JDAM is a strap-on kit with Inertial Navigation System/Global Positioning System capability that provides the users with an improved aerial delivery capability for existing 500, 1000 and 2000 pounds bombs. Total funds have been obligated. This work will be complete by December 2005. Solicitation began March 2004 and negotiations were completed June 2004. The Air Armament Center, Eglin Air Force Base, Fla., is the contracting activity (F08635-02-C-0060, P00013).

Northrop Grumman Systems Corp., Linthicum, Md., is being awarded a $7,186,021 firm fixed price contract to provide for seven sets of Wide-Band Kylstron Power Amplifiers; one main redundant study and one Phase Compensation Calibration Curve set of software. At this time, $3,593,011 of the funds have been obligated. This work will be complete by June 2005. Solicitation began June 2004 and negotiations were completed June 2004. The Headquarters Electronic Systems Center, Hanscom Air Force Base, Mass., is the contracting activity (FA8704-04-C-0003).

Environmental Chemical Corp., Burlingame, Calif., is being awarded a $6,133,380 indefinite delivery/indefinite quantity contract modification to provide for Southwest Operable Unit Remedial Actions (Sites CS-20, CS-21, CS-4, and FS29) at the Massachusetts Military Reservation (MMR), Cape Code Massachusetts, for 35 months. The Air Force can issue delivery orders totaling up to the maximum amount indicated above, although actual requirements may necessitate less than the amount above. Total funds have been obligated. This work will be complete by June 2006. Solicitation began March 2004 and negotiations were completed May 2004. The Headquarters 311th Human Systems Wing, Brooks City-Base, Texas, is the contracting activity (F41624-01-D-8551-0022).

Concrete Placing Co., Boise, Idaho, is being awarded a $5,489,365 firm fixed price contract to provide for repair of airfield taxiway and overruns at Mountain Home Air Force Base, Idaho. Total funds have been obligated. This work will be complete by November 2004. Solicitation began April 2004 and negotiations were completed June 2004. The 366th Contracting Squadron, Mountain Home Air Force Base, Idaho, is the contracting activity (FA4897-04-C3007).

Science Application International Corp., San Diego, Calif., is being awarded a $5,400,000 time and material contract modification to provide for 1 Lot Engineering Services for the AN/APQ-122 (V) 8 Radar, Applicable to MC-130E Aircraft. This modification is an existing delivery order. Location of performance is Raytheon Company, McKinney, Texas. Total funds have been obligated. This work will be complete by December 2005. Solicitation began February 2004 and negotiations were completed June 2004. DEFENSE LOGISTICS AGENCY

American States Utility Services Inc. was awarded a $197,578,592 firm fixed price type of contract for ownership, operation and maintenance of water distribution and wastewater collection systems for the Army. Work will also be performed in Fort Bliss, Texas. Performance completion date is expected to be in 2054. Contract funds will expire at the end of the current fiscal year. There were 117 proposal solicitations and one responded. The contracting activity is the Defense Energy Support Center, Fort Belvoir, Va. (SP0600-00-R-0009).

NAVY

General Dynamics Advanced Information Systems, Suffolk, Va., is being awarded a $89,682,530 indefinite-quantity/indefinite-delivery, cost plus fixed fee contract for services in support of the U.S. Joint Forces Command's Joint Experimentation Program and Joint Futures Lab. This contract contains four option years, which if exercised, will bring the total estimated cumulative value of the contract to $478,626,966. Work will be performed in Suffolk, Va., and is expected to be completed by July 2005. Contract funds will not expire by the end of the current fiscal year. This contract was competitively procured, with 30 proposals solicited and one offer received. The Fleet Industrial Supply Center, Norfolk Detachment, Philadelphia, Pa., is the contracting activity (N00140-04-D-0195).

Power Dynamics, LLC MSAAP,* Stennis Space Center, Miss., is being awarded a $12,384,271 firm fixed price contract (consisting of a base year of $428,677and 5 options to refurbish 37 Lighter Amphibious Resupply Cargo). The work to be performed will consist of improving the propulsion system by selecting and installing a new diesel engine; improving the towing capability; improving the watertight integrity; and improving technical documentation and integrated Logistic Support and provisions for spare and repair parts. Work is expected to be complete by April 2009. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the NAVFAC e-solicitation website with four offers received. Headquarters, Naval Facilities Engineering Command, Washington, D.C., is the contracting activity (N00025-04-C-0003).

Bell-Boeing Joint Program Office, Patuxent River, Md. is being awarded a $9,761,800 modification to a previously awarded cost plus fixed fee contract (N00019-96-C-0054) to provide additional funding to complete the qualification testing of material for the production yoke and blade components for V-22 aircraft requirements. Work will be performed in Ft. Worth, Texas, and is expected to be completed in July 2007. Contract funds will not expire at the end of the fiscal year. This contract was not competitively procured. The Naval Air Systems Command is the contracting activity.

The Korte Co.*, Highland, Ill., is being awarded $9,240,900 for firm fixed price Task Order 0003 under previously awarded contract (N62467-02-D-0416) for design and construction of a 108-person dormitory and related demolitions at Charleston Air Force Base, Charleston, S.C. Work will be performed in Charleston, S.C., and is expected to be complete by September 2005. The original multiple award construction contract was competitively procured via the NAVFAC e-solicitation website with three offers received. Naval Facilities Engineering Command, Southern Division, Charleston, S.C. is the contracting activity.

Manufacturing Technology Inc., Fort Walton Beach, Fla., is being awarded an $8,425,095 Time and Material type contract to provide production and technical assistance in the manufacture/modification/repair of equipment for storage, shipment, assembly, disassembly, transport, test, and maintenance of military munitions. Work will be performed in Indian Head, Md., and is expected to be completed by June 2009. Contract funds in the amount of $1,860,342 will expire at the end of the current fiscal year. The contract was competitively procured and advertised on the Internet, with one proposal received. The Naval Surface Warfare Center, Indian Head Division, Indian Head, Md., is the contracting activity. (N00174-04-D-0011)

Bell-Boeing Joint Program Office, Patuxent River, Md., is being awarded a $7,500,000 modification to a previously awarded cost plus award fee contract (N00019-93-C-0006) to provide additional funds for the MV-22 Engineering and Manufacturing Development Program. Work will be performed in Fort Worth, Texas (50 percent) and Ridley Park, Pa. (50 percent), and is expected to be completed in November 2004. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

ASML Inc., Wilton, Conn., is being awarded a $5,193,769 cost-reimbursable, no fee type contract for research and development of key areas of an advanced optical parallel-beam, direct-write lithography tool designated as Optical Maskless Lithography. This contract will primarily support the Defense Advanced Research Project Agencys Lithography for Advanced Military Systems Research Program. Work will be performed in Wilton, Conn., and is expected to be completed December 2005. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Federal Business Opportunities website, under DARPA Broad Agency Announcement number 03-42, with 31 offers received. The Space and Naval Warfare Systems Center, San Diego, Calif., is the contracting activity (N66001-04-C-8027).

ARMY

Walton Construction Co. L.L.C., Harahan, La., was awarded on June 29, 2004, a $42,923,871 firm fixed price contract for construction of barracks, a soldier community building, company operations buildings, a dining facility, and an addition to an existing central chiller plant. Work will be performed at Fort Hood, Texas, and is expected to be completed by Jan. 1, 2006. Contract funds will not expire at the end of the current fiscal year. There were 517 bids solicited on April 16, 2004, and seven bids were received. The U.S. Army Engineer District, Fort Worth, Texas, is the contracting activity (W9126G-04-C-0023).

Elite CNC Machining Inc.*, Largo, Fla., was awarded on June 29, 2004, a $26,206,059 firm fixed price contract for 2,949,472 M918 Projectile Assemblies. Work will be performed in Largo, Fla., and is expected to be completed by Jan. 30, 2005. Contract funds will not expire at the end of the current fiscal year. JKS Inc. - Mulberry*, Upper Mulberry, Fla., was awarded on June 29, 2004, a $22,592,959 firm fixed price contract for 1,966,315 M918 Projectile Assemblies. Work will be performed in Upper Mulberry, Fla., and is expected to be completed by Nov. 30, 2005. Contract funds will not expire at the end of the current fiscal year. There were 12 bids solicited on April 16, 2004, and four bids were received. The U.S. Army Joint Munitions Command, Rock Island, Ill., is the contracting activity (W52P1J-04-C-0076).

Raytheon Co., El Segundo, Calif., was awarded on June 29, 2004, a $2,725,000 increment as part of a $36,781,138 cost plus fixed fee contract for research and development in support of the Affordable Adaptive Conformial Esa Radar Program. Work will be performed in El Segundo, Calif. (90.3 percent), Tucson, Ariz. (7 percent), and San Diego, Calif. (2.7 percent), and is expected to be completed by June 30, 2008. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on Nov. 6, 2002, and three bids were received.
